The Ministry of Health is seeking a detailed oriented and analytical individual for a one-year term in the position of Contracts and Community Based Organization (CBO) Analyst within Financial Services Branch to provide contract management and financial analysis duties.
Reporting to the Manager, Contracts and CBO Review, you will be responsible for supporting contract development within the Ministry and ensuring contracts adhere to the policies, procedures, legislation and regulations that govern the Ministry of Health. This position will also be responsible for supporting the Ministry in reviewing Community-Based Organization’s financial and performance data.
As a successful candidate, you will have knowledge of accounting practices, standards, and procedures. You will also have experience in reviewing financial and performance data and developing recommendations to improve financial accountability and funding consistency of contracts.
Typically, the knowledge required for this position is gained through the successful completion of an undergraduate degree in commerce or business administration. Preference will be given to candidates with relevant experience and an accounting designation (CPA).

Applicable accounting practices, standards and procedures such as generally accepted accounting principles, public sector accounting standards and generally accepted auditing standards;
Government policies and procedures found in the Financial Administration Manual;
Management practices and principles;
Risk management principles and practices; and
Applicable computer software packages and databases.
You will have the demonstrated ability to:
Ask clear, concise and relevant questions to obtain required information in order to perform contract reviews and provide appropriate recommendations;
Communicate in a clear and concise manner both orally and in writing;
Identify, design, implement, monitor and evaluate financial services and accounting and management processes and systems to ensure financial integrity and/or effective delivery of services;
Examine, understand and appropriately apply policies, agreements, contracts, acts and regulations;
Influence, persuade or convince others in order to achieve understanding and reach agreement;
Work independently and work cooperatively with others in a team environment to establish, build and maintain positive working relationships and to ensure deadlines, goals and objectives are met; and
Plan, prioritize and organize a large volume of tasks and projects for self while taking into consideration frequent interruptions and conflicting/changing priorities to meet strict deadlines.
