THIS POSITION IS DESIGNATED FOR INDIGENOUS CANDIDATES. APPLICANTS MUST SELF-DECLARE ON THEIR COVER LETTER/RESUME AS INDIGENOUS (FIRST NATION, METIS AND/OR INUIT).
MINIMUM FORMAL EDUCATION/TRAINING:
- Undergraduate degree in a related discipline (i.e. Education, Management, Social Work, Arts) is required.
- Preference will be given to individuals with a master’s degree.
EXPERIENCE:
- Minimum five (5) years’ experience as the leader/manager of a unit required, preferably at the post-secondary level in a similar capacity is required.
- Demonstrated budget management experience required.
- Demonstrated experience in human resources required.
- Demonstrated experience working with Indigenous communities (either on or off-campus) required.
- Strategic and visionary planning experience required.
- Experience with student development theory, especially as it relates to Indigenous students, preferred.
- Experience with student financial aid and/or community funding assistance preferred.
- Previous work with post-secondary students preferred.
- Preference will be given to individuals who have worked within student affairs in the post-secondary environment and professional faculties/schools.
- An equivalent combination of education and experience may be considered.

- Must be proficient with Microsoft Office and using intermediate features associated with a Windows computer environment.

- Ability to motivate others to lead, create, and implement new programs and services with key stakeholders from other units is required.

OTHER JOB RELATED QUALIFICATIONS:
- Experience in using UM software programs is preferred, e.g., Aurora Student, Aurora VIP, Aurora Finance.
- Knowledge of post-secondary and Indigenous-specific environments.
- Knowledge of University regulations, programs, procedures and Strategic Planning frameworks.
- Knowledge of student development theory and best practices in the delivery of services to Indigenous students in a post-secondary environment.

Strategic Planning, Collaboration & Partnerships
- Create a visionary environment where staff and students feel a strong sense of belonging and purpose.
- Work with the AVP (Indigenous) to develop and be a leader in the Indigenous student ecosystem.
- Ensure that ISC has a strategic plan that is aligned with other relevant and appropriate strategies/policies.
- Work in partnership with academic faculties and schools, other units within Student Affairs, residences, UMSU and the GSA to develop and implement programs and strategies that promotes a positive transition into the university community for Indigenous students.
- In consultation with the Associate Vice-President (Indigenous), support the practice of addressing policies and/or practices that are not culturally-supportive or respectful or that hinder the progress of Indigenous students, staff, and/or faculty.
- Evaluate policies and/or practices to determine if there is an opportunity to incorporate Indigenous principles, perspectives, and ways of being into them.
- Work with internal stakeholders to increase awareness of Indigenous cultural perspectives and values. Provide opportunities for students to learn about Indigenous knowledge, teachings, values, and practices.
- In consultation with the AVP (Indigenous), structure the ISC’s programs and services so that the University of Manitoba will reach our Strategic Enrolment Management (SEM) Planning framework goals.
- In consultation with the Director of Risk Management, ensure the establishment of appropriate risk management procedures for all Indigenous Student Centre activities and programs.
- In consultation with the AVP (Indigenous), represent ISC and UM in partnership opportunities with donors.
- Lead the preparation of annual donor reports for contributions that specifically support ISC programming.
- In consultation with the AVP (Indigenous) and the Office of Fair Practice and Legal Affairs, ensure the establishment of appropriate contracts between the University of Manitoba and our partner agencies.
- Responsible for developing and implementing an internal communications strategy—in consultation with the Marketing Communications Office—to reach all Indigenous students, as well as the entire student population.
Administration & Program Development
- Manage and ensure the effective operation of the Indigenous Student Centre, which includes the supervision of staff and volunteers, as well as oversight and support of all programming.
- Hire, train, lead, mentor, and manage the ISC team and their respective programs.
- Oversee and evaluate the effectiveness of all activities and programs offered by ISC.
- Prepare, administer, and control the Indigenous Student Centre operating budgets.
- Liaise with student organizations such as the University of Manitoba Indigenous Students’ Association (UMISA), Metis University Students Association, Bison Local, University of Manitoba Students’ Union (UMSU), the Graduate Students’ Association (GSA), the Health Sciences Graduate Students’ Association, and their respective councils, student groups and staff.
- Ensure staff complement supports the operational and strategic goals of the ISC by:
- Establishing objectives for staff members and providing regular feedback to ensure that objectives are met.
- Supervising all ISC staff.
- Evaluating the performance of staff members on a regular basis.
- Developing training and development plans for staff members.
- Recommending staff complement increases and decreases to the Associate Vice-President (Indigenous).
- Ensure that competent and qualified incumbents exist in all positions by:
- Designing job content as well as qualifications associated with the positions.
- Acting as Chair of the Selection Committee for vacant positions.
- Providing appropriate orientation and training to new staff members.
- Supervising and evaluating the performance of all full-time and part-time staff, either directly or by delegation.
- Conducting regular staff meetings and annual performance appraisals where goals and objectives are monitored and direction and advice is provided.
- Manage operational plans for the ISC by:
- Leading the team through a planning process each year so that goals, activities, and responsibilities are clear.
- On-going monitoring, measuring, and reporting on the operational plans.
- Represent the University of Manitoba as the Employer by:
- Recognizing and rewarding competent and qualified staff members.
- Coaching and mentoring all staff members.
- Initiating and following through the Progressive Discipline Process if necessary.
Program development
- Oversee the ISC programs:
- Work with the team members to ensure that they have the tools they need to perform their roles.
- Work with Marketing and Brand office to create visionary and relevant promotional materials.
- Liaise with other units to ensure that the needs of Indigenous students are being considered when the other units are developing their plans or delivering their services.
- Provide opportunities for ISC staff to be cross-trained or provide training to one another.
- Review and report on the ISC programs. Using best practices and, in consultation with the Associate Vice-President (Indigenous), make improvements and develop the program accordingly.
- Create and enhance mechanisms that support the inclusion of all First Nation, Metis, and Inuit students. This includes creating communities of support/practice, developing and offering culturally responsive programming, fostering a sense of pride for students from different nations, and working closely with the First Nation, Metis, and Inuit communities to build on their expertise and experience for UM students.
- Ensure that all programs are evaluated and assessed annually. Develop new programs as needed, based on lessons learned, best practices, and professional development literature.
Committee work
- Represent the Indigenous Student Centre on several institution wide committees.
- As appropriate act as the chair for committees.
Additional Duties
- Represent ISC at various functions throughout the year, both on and off-campus.
- Assist with other important events throughout the year, both internal to the ISC and as part of L’offis Wiichihihwahk (OVPI) Wiichihihwahk (OVPI).
- Other duties as assigned.
