Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.
As an Engineer in Development Engineering, you’ll act as a case manager in the review of development applications made under the Planning Act, including official plan amendments, secondary plans, subdivisions, re-zonings, land divisions, site plans and condominium proposals. As such, you’ll be responsible for coordinating all City infrastructure-related comments and correspondence to Community Planning, Legal and Finance, and reviewing engineering studies and plans (including servicing, stormwater management and geotechnical reports) submitted in support of development applications.
In your role as a City Engineer, you’ll be expected to determine the scope and cost of all new City infrastructure required to support proposed developments, as well as discuss, negotiate and review development agreements to ensure that all infrastructure-related matters are properly addressed. Combining your engineering expertise and leadership abilities, you’ll oversee the construction of the development-related municipal infrastructure, including providing engineering support and guidance to inspection staff to ensure compliance with the accepted design, City policies and by-laws, and the management of associated financial securities.
Full project management accountabilities
Leading by example, you’ll manage a variety of assigned engineering projects, directing project team staff to meet deadlines and ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of related data, while seeing to it that expenditures are controlled within budget limitations. This responsible role involves securing all required engineering permits and approvals, gathering and refining project scope, determining the financial impact of projects and proposals, preparing and inspecting drawings, engineering studies, specifications, plans and cost estimates, and assisting in preparing capital and operating budgets.
Sharing of technical expertise
Recognized for keeping current with technological developments in the field of engineering, you’ll conduct research into your assigned area, ensuring that it takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government. Equipped with this up-to-date knowledge, you’ll provide technical advice, reviews and expertise, and utilize standard engineering principles and practices to assist in the operation, development and maintenance of the Division’s programs, facilities and equipment. The Division will also rely on you to prepare engineering analyses, as well as evaluate and recommend new systems, work procedures and technologies with the potential to improve divisional performance.
Managing stakeholder expectations and communications
An effective communicator – verbally and in writing – at all organizational levels, with excellent interpersonal skills, you’re adept at working collaboratively with a multidisciplinary team, contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders. These talents will be evident as you represent the City on committees, provide input at meetings, and liaise with the media, the public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
Among the other strengths you bring to the role of Engineer will be the following key qualifications:
Registration as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), preferably in the discipline of Civil Engineering.
Experience applying the principles of engineering related to the design or sewers, watermains and roads and/or engineering review of design submissions for municipal infrastructure, preferably in conjunction with land development projects.
Project management experience related to sewers, watermains and roads, preferably in the management of land development projects and/or applications.
Experience applying the principles of Engineering related to municipal servicing and stormwater management.
With this professional background as a solid foundation, you can understand, interpret and apply relevant federal, provincial and engineering legislation, regulations, standards, codes and by-laws, pertinent to development-related municipal infrastructure, plan, organize and coordinate projects and meet required timelines. Additionally, you have knowledge of the Safe Water Drinking Act, the Accessibility for Ontarians with Disabilities Act, the Planning Act and the Occupational Health & Safety Act, together with well-developed technical, problem-solving and analytical skills, including proficiency using MS Office and other computer software.
A valid Province of Ontario Class "G" Driver's Licence and access to a reliable vehicle are also required, to travel to various work locations and construction sites in a timely manner.
