Job Summary

Responsible for advising and coaching clients on individual and team learning and development issues;
managing learning and development projects to address the specific needs of work units or departments, and
of a corporate nature, including leading the design, development, implementation, and evaluation of learning
and development initiatives; serving as an advisor and member on branch, departmental and corporate
teams; developing a network of linkages with client communities, learning and development service providers
and sources of expertise; and contributing to the strategy, research and consulting capacity of the branch;
leads contract management of multiple services and procurement processes and provides direction and
support to the Learning and Development staff.

Education & Experience

A four (4) year university degree in Education, Adult Education, Business Administration, Public
Administration or a related degree, with specialization in Training, or Organizational Effectiveness

Minimum of five (5) years related experience in providing Learning and Development services and managing
projects, with specialist experience in one or more human resources fields, including Adult Education.

  • Experience and formal training combined with demonstrated performance and ability may substitute for
stipulated academic requirements.

Language, Certificates & Licenses

Day 1 Ready – immediate requirement for language proficiency:
French oral, reading required
English oral, reading, writing required
Candidates must meet language requirement for position upon hire.


Theory of various of learning and development disciplines including knowledge of adult education principles
and career development practices

Consulting tools and best practices and an advanced level of client consultation and facilitation skills

Strategic and operational planning including marketing and communication

Learning and development practices and evaluation methods

Organizational development and interventions and strategies

Change management models and their application

Advanced knowledge of business analytics

Legislation and policies affecting Human Resources / Learning and Development

Knowledge of applicable health and safety legislation, including the rights and duties of workers

Competencies & Skills

Facilitation, consulting and problem solving skills to assess client needs and develop effective solutions and
implementation strategies

Ability to build and maintain effective working relationships with relevant stakeholders and client groups

Develop and implement consulting contracts based on a strong personal negotiating style

Ability to lead and facilitate multi-stakeholder initiatives

Manages projects within a team environment that may include internal or external stakeholders

Communicate effectively and persuasively, both orally and in writing, to all organizational levels within the city
and with the representatives of external organizations

Plan and guide complex corporate or departmental learning initiatives

Exercise integrity and sensitivity to employees' growth and development

Articulate and set clear expectations

Ability to influence and negotiate
