Position Overview
The Manager, Payroll and Benefits leads accurate, timely, and compliant bi-weekly cross-border payroll and benefits administration. This hands-on role manages multi-province (Canada) and multi-state (US) employee groups, ensures year-end tax compliance, and maintains HRIS data integrity.
Key Responsibilities
Payroll Processing
- Handle end-to-end payroll processing for Canadian and US employees under current structures.
- Support onboarding a US payroll managed service provider by Fall 2026.
- Audit inputs and manage relationships with the Canadian payroll vendor.
- Coordinate bi-weekly, monthly, quarterly, and year-end cycles (W2, T4, ROE).
- Partner with Finance on reconciliations, general ledger entries, and audits.
- Resolve employee payroll inquiries quickly and serve as internal subject matter expert.
Benefits & Pension Administration
- Track eligibility and manage open enrolment for health, dental, and 401(k)/pension plans.
- Ensure accurate at-source source deductions for all benefits and retirement savings.
- Act as primary liaison with insurance brokers and benefits providers.
- Reconcile, validate, and process timely payments for all provider billings.
HRIS & Data Integrity
- Input and maintain new hire, termination, and status change data in HRIS.
- Train internal HR users on system data entry standard operating procedures.
- Generate standard reports and analytics to support compliance and executive decisions.
- Support the annual engagement survey, total rewards projects, and system upgrades.
Position Requirements
- Degree or diploma in Business, HR, or related field.
- PCP or CPM designation is strictly required.
- 5+ years managing multi-province and multi-state payroll environments.
- Experience scaling operations for seasonal workforces ranging from 150 to 500+ employees.
- Deep knowledge of Canadian and US federal, state, and provincial labor laws.
- Strong Excel skills, extreme attention to detail, and ability to meet strict deadlines.
