About the role
Join the Enterprise Risk and Operational Resiliency team in the Senior Manager, Compliance and Governance position. In this role you will be accountable for leading enterprise-wide compliance and governance practices to ensure adherence to legislative, regulatory, and internal policy requirements. The role serves as a key liaison with regulators, including OSFI, fostering a proactive, transparent, and coordinated approach to regulatory engagement, reporting, and remediation. It also provides strategic oversight to strengthen CMHC’s risk governance frameworks and supports senior management and the Board in discharging their oversight responsibilities.
What you’ll do:
- Lead the oversight of enterprise-wide regulatory and compliance risks, ensuring a proactive and coordinated approach across the organization.
- Ensure adherence to applicable legislation, regulations, and internal policies, with appropriate escalation and resolution of compliance issues.
- Provide expert guidance and interpretation of regulatory expectations to senior leadership and business stakeholders.
- Oversee the design, implementation, and continuous enhancement of enterprise risk and governance frameworks.
- Ensure effective application of governance practices, including the Three Lines of Defence model, across all functions.
- Strengthen governance processes, tools, and reporting to support consistency, transparency, and organizational effectiveness.
- Serve as the primary liaison with regulators, including OSFI, fostering transparent, collaborative, and proactive relationships.
- Lead the coordination of regulatory submissions, examinations, and ongoing supervisory engagement.
- Oversee the tracking, reporting, and timely remediation of regulatory findings, commitments, and action plans.
- Lead the preparation and delivery of enterprise compliance and governance reporting to senior management, Executive Committee, and the Board.
- Ensure clear visibility into the organization’s compliance posture, emerging risks, and remediation progress to support informed decision-making.
- Provide independent challenge and strategic advisory to business lines, while promoting a strong culture of risk awareness and compliance across the enterprise.
What you should have:
- 8 years of progressive experience in risk management, compliance, governance, or regulatory affairs within a highly regulated environment (e.g., financial services, crown corporations, or similar).
- 5+ years in a leadership role, with demonstrated accountability for enterprise-level programs, teams, or initiatives.
- Extensive experience in enterprise risk management, compliance, or governance within a regulated environment.
- Deep knowledge of Canadian regulatory frameworks (including OSFI) and expectations for federally regulated financial institutions.
- Proven experience managing regulator relationships and leading regulatory examinations or reviews.
- Strong understanding of governance frameworks, including Three Lines of Defence and risk appetite frameworks.
- Highly credible and effective communicator with a demonstrated ability to influence senior stakeholders and support Board-level decision-making.
- Strategic thinker with strong judgment in complex regulatory environments.
- Outcome-oriented, with a focus on execution, remediation, and continuous improvement.
It would be great if you also had:
- Advanced degree (e.g., MBA, master’s in risk management, Public Policy, or Law degree).
- Relevant professional certifications are highly desirable, such as:
- CPA, CFA, or FRM.
- CRMA, CRCM, or other compliance/risk designations.
- Governance- or risk-related certifications (e.g., ICD.D, GRC certifications).
