What we need:
Reporting to the Chief Human Resources Officer, the Director will create an extraordinary workplace environment. Aligned with the Hospital’s strategic plan, they will be responsible for the development of progressive Human Resources, and Occupational Health and Safety strategies that will meet Markham Stouffville’s current and future needs. They will develop strong external partnerships to ensure the organization models best practices and maintains a competitive edge for staff retention, recruitment and quality of work life.
The Director is relied upon to act as a trusted business partner and a collaborative colleague within and outside of the HR and Occupational Health & Safety department to influence change and deliver solutions. Through close partnership the director will provide expert advice and feedback while ensuring compliance with policies, procedures and employment legislation and collective agreements, on all areas of employee and labour relations and in support of operational planning and budgeting decisions.
BAND B: $62.87 - $82.05 per hour
Provide strategic leadership oversight of HR service delivery in collaboration with senior leadership, and operational and clinical managers
Lead development and maintenance of operational requirements, policies, processes, and strategic direction
Manage budgets, purchasing activities within budget allocation
Provide operational oversight of Occupational Health & Safety department short- and long-term disability (STD/LTD) and Workers’ Safety & Insurance Board (WSIB) claims management processes
Review and approve exceptions to individual compensation policies aligned with HR policies and practices (e.g. waiving job postings)
Develop and implement action plans to address performance gaps
Provide leadership oversight of changes to HR related technology systems
Provide technical leadership and guidance in the interpretation of legal, regulatory, or union requirements
Provide guidance, coaching and assistance to leaders in developing effective people practices by delivering sound, responsible guidance on matters involving employee performance concerns and discipline, scheduling practices, workplace investigations including breach of confidentiality, workplace violence, workplace discrimination and harassment, return-to-work/modified work by identifying and cooperating with HR partners (i.e. Occupational Health, Safety and Wellness).
Lead investigations into Code of Conduct and harassment complaints and mediate complex employee relations issues.
Work collaboratively with Organizational Development to develop, implement and/or facilitate programs to address team related issues (e.g. capabilities, engagement, culture, performance, workplace conflict)
Champion the performance development process which includes guidance to management regarding effective performance development reviews
Effective administration, interpretation and application of collective agreements and Hospital policies, guidelines and directives.
Grievance and dispute resolution management, including as needed representing the Hospital at mediations and partnering with legal counsel on matters proceeding to arbitration.
Participate and support union-management committees and meetings.
Engaged and active participation as part of the client consultancy team to inform our client’s decision-making on matters involving operational planning, annual budgeting and risk mitigation.
Provide leadership, coaching and mentorship to the Human Resources & Occupational Health & Safety team.
Establish and evaluate benchmarks, goals, and objectives aligned with corporate strategic direction; establish performance metrics and monitoring systems in collaboration and with CHRO
Provide strategic advice to hiring managers re: external advertising venues and outreach to external candidates, i.e. Social Media sites
Participate in departmental staff meetings related to Corporate Staff Engagement surveys and collaborate with department leaders on Action Plans
Lead/participate in the development and implementation of HR policies, programs and continuous improvement initiatives
Participate in staff recognition events/initiatives
