Engineer, Capital Investment Planning

Position Purpose:
The Capital Investment Planning Engineer develops long term system renewal strategies and plans for distribution assets complete with justification and business cases for prudent and effective capital investments. The role supports, contributes and defends regulatory applications and filings at the Ontario Energy Board.
Responsibilities:
- Develop long term system renewal strategies and plans for distribution assets complete with justification and business cases for prudent and effective capital investments.
- Support, contribute and defend regulatory filing and applications to the Ontario Energy Board.
- Assess the probability and impact of risks to distribution assets performance and failure considering financial, environmental, reputational, safety, capacity and compliance implications.
- Develop and propose prudent and effective risk mitigation solutions proportionate to the probability and impact of identified risks.
- Support customer engagement practices to ensure customer priorities, needs and requirements are attained and understood.
- Develop a capital investment portfolio to address present and future system needs which includes capacity, sustainment, reliability, and long-term asset planning for distribution and station assets.
- Implement and oversee cross-functional processes/systems required to capture, verify and analyze asset attributes and asset performance
- Perform, complete and update engineering and technical asset management studies and distribution system plans considering a range of traditional and emerging solutions.
- Perform both system level and distribution circuit level analysis for loading, voltage, power quality, short circuit, reliability, balancing and coordination.
- Investigate and analyze distribution system and asset performance to identify root cause issues. Propose methods and prudent solutions to improve distribution system and asset performance.
- Measure and evaluate the effectiveness of capital projects and operating programs to provide operational effectiveness, reliable and sustainable system performance. Incorporate learning from evaluation into continual improvement practices.
- Develop and submit detailed and justifiable business cases related to short and long term capital and operational expenditures.
- Creates comprehensive written reports, plans and presentations for Senior Management consideration. Provide recommendations and sensitivity analysis of options and alternative solutions.
- Designs and implements systems to increase monitoring, analytics and business intelligence capabilities to support operational effectiveness and continuous improvement.
- Liaison with internal and external stakeholders on initiatives, operational activities, programs, project and studies related to distribution system planning, regional planning, emerging technologies, reliability and asset sustainment.
Skills & Qualifications:
Education & Specialized knowledge
- Bachelor's degree in Electrical Engineering or recognized equivalent
- A registered member of Professional Engineers Ontario (PEO) in good standing
- Knowledge of emerging trends and industry best practices
- Knowledge of regulatory, governmental and environmental requirements (OEB Rules and Regulations, PIPEDA, OH&S, EUSA Rules, WHMIS and TDG Act)
- Knowledge of technical and safety specifications/standards including CSA, CEA and Ontario Regulation 22/04, Utility Work Protection Code
- Strong knowledge of Project Management methodologies
- Working knowledge of computer software programs such as CYME, ETAP, PSS/E, AutoCAD, ESRI GIS/Intergraph GIS, Alteryx, CopperLeaf C55, JD Edwards is an asset
- Proficiency with MS Office applications
Experience
- Minimum of 5 years of experience with electrical distribution systems
- Experience in a unionized utility environment an asset

- Advanced problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
- Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
- Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
- Ability to build and maintain collaborative working relationships with internal and external stakeholders
- Must hold and maintain a valid class “G” driver’s license
