General Manager - Canada

We are seeking a General Manager for our Canada location. You will collaborate with our Corporate Office while overseeing operations, business development, budget resources and operational costs, managing subcontractors, compliance, team morale, improving administration processes, engaging with vendors, hiring and training employees, and beyond for Canadian operations. What follows are the general responsibilities of the role.
Liaise and have open communications with Canada Public Works, DND or other appropriate clients we are in contract to provide services.
Lead, assist, and develop team members with the support of internal and external resources, partners or others.
Secure and manage subcontractors and partners to the benefit of the Joint Venture (JV) between PAE and SNC Lavalin and its mission(s) in CANCAP activities.
Post updates on the JV web page of current activities.
Ensure CANCAP employees receive training prior to deploying overseas in accordance with Department of National Defence (DND) policy.
Ensure all deployed staff are compliant with training on personal and camp security, safety programs, employee benefits, HR policies, company procedures and the theatre of operations or mission area specifics.
Provide written updates to Executive Committee members of the Joint Venture JV on a bi-weekly basis (or otherwise determined by JV leadership) of operational and business development activities, issues and occurrences.
Regular communication with in-country leadership to ensure support and communications or priorities and needs are maintained.
Appropriate communication with in-country subcontractor(s) leadership to ensure support and communications or priorities and needs are maintained.
Travel as necessary for mandatory site visits, operational audits, client liaison, supplier liaison, and program reviews.
Support operational reviews (Security, health and safety and risk) and inspections at various locations globally.
Represent Group at relevant industry functions, preparing white papers and presenting as appropriate.
Liaise with JV Finance representative to ensure budgets are properly managed.
Liaise with JV Legal representative to ensure risk, legal and commercial items are properly managed.
Follow SNC-Lavalin and PAE code of conduct and ethics programs in all duties and ensure all parties affiliated with JV are educated and comply with such ethics and standards.
Adherence to to Health and Safety policy of JV (including both PAE and SNC standards).
Client Development – use industry, military and international network to identify specific CANCAP opportunities, make introductory approaches and develop relationships in a pro-active manner, leading towards business opportunities.
Solutions Creation – work with clients and lead internal JV teams in the development of client specific solutions and proposals. As required, present business opportunities and business cases to the JV Executive Committee and others they may nominate.
Proposal Preparation – lead, assist and develop, with the support of internal and external resources, client proposals and presentations and present these to prospect clients, partners or others.
Growth Objectives – maintain accountability for agreed upon growth targets within specific sectors and markets. Build critical relationships within transit organizations and across the company.
Build and nurture relationships targeted at supporting SNC-L/PAE JV for further CANCAP operational opportunities.
Seek opportunities for combinations of new work and merger or acquisition targets.
Give overall direction to the business development team by governing resource and budget allocation.
Collaborate closely with the JV Executive Committee of CANCAP Services and SNC-Lavalin/PAE resources to ensure bids are competitive and executable over the contract duration.
Development of geographical penetration strategies.
Travel as necessary for business development site visits, operational pricing reviews, client liaison, supplier liaison, and program growth needs.
Focus on commercial arrangements for all major pursuits.
Present strategic business opportunities to the Senior Executive team.
Input into strategic decisions and make Go-No Go project decisions as part of the SNC-Lavalin Strategic Pursuit Committee for the Infrastructure Group and PAE’s new business Milestone review process
Manage multiple competing priorities effectively.
A leader with a high energy level and strong Defence background. Significant experience in conflict areas globally and fully understands the security and risk environments and how to operate safely in such locations.
Significant understanding of global diplomatic community, military and logistical support program involvement and ability to travel extensively.
Ability to retain and hold a NATO Secret or Top Secret security clearance and/ or similar National clearances.
Ability to retain and hold applicable work permits and similar requirements.
Significant Project Management experience in conflict zones either in the military or private sector or NGO sector.
10-years of direct experience in Military Operations preferably with direct experience in the management of the delivery of operations and/or maintenance services.
A proven team player with strong solutions orientation and people management skills.
A person with impact who possesses a sense of urgency, has initiative, and can quickly establish credibility with internal resources.
A person with significant external contacts able to establish credible response teams for CANCAP business opportunities.
A person balanced in strategic and tactical strengths, and with excellent planning and execution skills, who can think analytically.
A natural ability to identify client opportunities that fit with the JV’s service offering and an ability to translate these client needs into compelling business proposals.
A person who is flexible, adaptable and resourceful, and not dependent on structure and established processes - someone with an entrepreneurial mindset.
A person with very good ‘facilitation and influencing’ skills. A person who is a quick processor and brings a positive and high-energy approach to getting things done.
Strong sense of confidentiality, tact and diplomacy.
Good business acumen and exceptional integrity.
Bilingual (English/French) candidates will be given preference.
Evidenced ability to find solutions to complex issues and to articulate these in both written and oral presentations.
Outstanding oral, written and interpersonal communication skills.
Strong project management skills.
Computer literate including excellent working knowledge of various business applications.
Must be authorized to live and work in Canada without sponsorship.
