Human Resource Lead (0.6 FTE; 3days/week)
Hiring Range ($65,000.00 - $ 73,529.77 prorated to FTE)
Hamilton Urban Core Community Health Centre (HUCCHC) has been addressing health inequities such as poverty, racism, discrimination, unemployment & homelessness, faced by community members, neighbours, friends and families in Hamilton’s city core for nearly 30 years. The Centre addresses the complex needs of vulnerable, racialized, and marginalized communities by providing services such as primary healthcare, community health promotion & harm reduction services. Reporting to the Senior Manager, People and Operations, the Human Resource Lead is responsible for the comprehensive management of all human resources functions at Hamilton Urban Core Community Health Centre. The Human Resource Lead contributes to the Centre's goals by providing recommendations, developing, implementing, coordinating, and administering policies and programs related to recruitment, benefits, compensation, training, health & safety, employee and labor relations, and compliance. Additionally, the Human Resource Lead will monitor and report on HR metrics, including employee satisfaction, HR trends, turnover rates, and other key performance indicators.
Key Responsibilities: 1. HR Strategy and Support:
o Collaborate with the Senior Manager People and Operations to develop and execute HR strategies that align with the Centre’s objectives.
o Provide HR expertise and recommendations to the management team to support organizational goals and objectives.
2. Recruitment and Onboarding:
o Manage the full recruitment lifecycle, including job analysis, job postings, candidate sourcing, interviewing, selection, and hiring. Oversee the onboarding and orientation processes to ensure new employees are effectively integrated into the organization and aligned with its values and culture.
3. Employee Benefits and Compensation:
o Administer and continuously evaluate employee benefits programs to ensure competitiveness and alignment with employee needs.
o Conduct salary benchmarking and market analysis to inform compensation decisions.
4. Training and Development:
o Identify training and development needs across the organization and design, implement, and evaluate training programs to enhance employee skills and career development.
o Facilitate leadership development programs and succession planning to build organizational capacity.
5. Health, Safety, and Wellness:
o Collaborate with the Senior Manager People and Operations to ensure a safe and healthy work environment.
o Develop, implement, and monitor health and safety programs, ensuring compliance with occupational health and safety regulations.
o Implement employee wellness initiatives and programs to enhance overall well-being.
6. Employee and Labor Relations:
o Provide guidance and support on employee relations issues, ensuring compliance with labor laws and fostering a positive, respectful work environment.
o Manage conflict resolution, disciplinary actions, and grievance processes with fairness and consistency.
o Maintain strong relationships with professional associations or regulatory bodies, where applicable.
7. Policy Development and Compliance:
o Develop, implement, and regularly update HR policies and procedures to ensure compliance with legal requirements and organizational best practices.
o Ensure compliance with all relevant employment laws, including but not limited to labor standards, human rights, and workplace safety regulations.
8. HR Administration and Reporting:
o Oversee HR administrative functions, including employee records management, HR reporting, and compliance documentation.
o Monitor and report on employee entitlements and time off.
o Monitor and report on key HR metrics, including employee satisfaction, turnover rates, retention, absenteeism, and other relevant data.
o Provide regular HR reports to senior leadership, offering insights and recommendations based on HR trends and data analysis.
9. Performance Management:
o Lead the performance management process, including setting objectives, conducting performance appraisals, and providing coaching and feedback.
o Support managers in addressing performance issues and implementing improvement plans where necessary.
10. Diversity, Equity, and Inclusion (DEI):
o Lead and promote DEI initiatives to create an inclusive and diverse workplace culture.
o Develop strategies to attract, retain, and advance a diverse workforce.
11. Employee Engagement and Satisfaction:
o Develop and implement strategies to enhance employee engagement and satisfaction across the organization.
o Conduct employee surveys, analyze results, and implement action plans to address areas of concern.
o Foster a positive organizational culture that aligns with the Centre's values and mission.
Qualifications:
- Bachelor's degree in Human Resources or a related field. HR certification (e.g., CHRP, CHRL) required. Masters degree or post graduate certificate a strong asset.
- A minimum of 5 years of experience in human resources, with a strong background in recruitment, employee relations, benefits administration, and performance management.
- Proven experience in developing and implementing HR strategies that align with organizational goals.
- Strong knowledge of employment laws, labor regulations, and HR best practices.
- Excellent communication, interpersonal, and leadership skills, with the ability to work effectively in a team-oriented environment.
- Proficiency in HR software and Microsoft Office Suite.
- Strong analytical skills with the ability to interpret HR data and provide actionable insights. • Commitment to the principles of diversity, equity, and inclusion.
