The Utility Billing Administrator position is accountable for the preparation and processing of utilities bills on a weekly basis. This position is responsible for setting up and maintaining current and accurate data on customer utility accounts to ensure water, wastewater and solid waste invoices are produced within the expected timeline.
This posting is for 1 Temporary full-time position up to 18 months
Key Responsibilities:
- Process invoices in billing system and prepare file for print shop
- Download and upload meter reading equipment (handheld units) with billing routes for Meter Readers to obtain reads
- Review utility invoice batches for accuracy in rate codes, amounts and rates ensuring corrections are complete prior to bill print
- Troubleshoot accounts that do not have actual reads, billing high/low or have no consumption after reviewing meter book report and reports from meter read equipment. Contact customers to notify when consumption registered is considered higher than normal
- Coordinate with the print shop to ensure timely and accurate printing of customer bills
- Respond to customer inquiries regarding utility accounts, work orders, meter readings, billings and adjustments
- Accurately enter and maintain work orders for meter investigations and meter changes, ensuring timely completion once field work is finalized
- Create utility meter reading routes to be read for utility invoices
- Process meter reads by uploading, editing, and verifying data accuracy
- Address problems that come up with the meter reading equipment from the meter readers, may involve contacting vendors for specific support requirements
- Update statistical data of utility invoice volume & printed invoices
Qualifications and Skills:
- High School Diploma and a minimum 5 years of experience in billing administration, customer service, accounts receivable or a related administrative environment
- Utility billing experience an asset
- Knowledge and experience with Microsoft Office Suite, utility billing system (Tempest) and meter reading software (Sensus FlexNet, AutoRead) is an asset
- Strong customer service skills with the ability to communicate effectively and diffuse difficult and/or sensitive issues
- Excellent public relation and interpersonal skills in dealing with the public, other County departments and outside organizations
- Strong customer service skills with the ability to communicate effectively with internal and external customers in a discreet, diplomatic and professional manner while maintaining confidentiality with customer information and sensitive issues
- Excellent communication skills with the ability to communicate effectively and clearly with others
- Ability to analyze and research relevant information to resolve issues with diplomacy and discretion
- Effective organizational, time management and multi-tasking skills to prioritize and complete work in an environment with deadline pressure and a high volume of varied tasks
- Ability to empathize while communicating billing policies and provides suggestions to resolve customer issues
- High level of accuracy and strong attention to detail
- Knowledge of general office practices and procedures
