Position Overview
The Corporate Security Specialist is responsible for planning, implementing, and overseeing security and threat mitigation measures to ensure the safety and protection of staff, customers and assets. This critical role involves developing and maintaining security policies and procedures, conducting risk/threat assessments, and coordinating security activities in compliance with regulations and best practice standards.
The City is looking for a strong security leader, with implementation experience, who is able to clearly articulate industry best practices to organizational leaders to obtain buy-in on corporate security measures and improvements, for the City’s mulfi-faceted operations. This position is a highly collaborative role and will report to the Manager – Health, Safety and Wellness within Human Resources; however, the role will also have a dotted line reporting relationship to the Senior Manager of Facility Operations (RCC – Community Services) and the Manager of Facility Assets (Public Works), to ensure operational efficiency in achieving objectives.
Responsibilities
In consultation with stakeholders, conduct written workplace violence/security risk assessments (by location or occupation, including parks, buses, and other mobile operations) to identify risks and controls to mitigate risk. Controls may include, but are not limited to duress/panic buttons, personal safety alarms, intrusion/security systems, guard service, working alone protocols (check-in), surveillance cameras (or improve natural surveillance), emergency procedures/protocols, access control, lighting enhancements, landscaping, etc.
Applying Crime Prevention Through Environmental Design Principles (Natural Surveillance, Natural Access Control and Territorial Reinforcement), conduct assessments and work with Corporate Facility Assets and Dept. Operations, as applicable, to plan and implement identified controls/actions and track to completion.
Support the corporation to ensure compliance with all provisions of the Occupational Health and Safety Act, with specific focus on PART III.0.1 – Violence and Harassment
Ensure incidents of workplace violence (and harassment) and security losses are tracked in the City’s Incident Reporting Portal, including corrective actions to prevent recurrence. Analyze and identify historical and current trends, to support workplace violence risk assessments and risk reduction. Investigate theft and damage of property in consultation with City departments (including Insurance and Risk – Legal Services) and Police.
Ensure completion and review all contracted security guard incident reports, to identify trends and threats.
Develop and track appropriate key performance indicators (KPIs) for corporate security.
In consultation with the corporate security contractor, develop post orders and procedures, specific to City facilities. Audit security company and guards for contractual and legislative compliance.
On an ad hoc basis, when threats arise (event, political protest), coordinate with Security Contractor for additional security guards to be deployed, beyond existing contract minimums. Identify gaps and areas for improvement in security guard coverage, based on risk.
Liaise with Halton Regional Police Service, the CEMC and other city staff on security matters, as required.
Assemble and lead as chairperson, the Corporate Security Committee, to collaborate and coordinate security needs.
Research industry best practices, including but not limited to consensus standards and guidelines (CSA, NFPA, ASIS, MOL Guidelines) and consult with stakeholders, as they relate to corporate security, access control, video surveillance, workplace emergency planning, loss prevention and workplace violence prevention; develop corporate policies and standards to implement same.
Work with other members of Human Resources on highly sensitive and confidential matters, related to individual personal security and safety, which may also include domestic violence that could expose a worker within the workplace.
Develop personal safety plans for employees with elevated risks or threats
Coordinate the security needs for members of council, as required.
Ensure the Corporation has adequate workplace emergency preparedness standards and procedures in place, including the supporting infrastructure (Lockdown, PA/Notifications Systems, Working Alone Application, First Aid, etc.).
Assist in auditing and consulting on Fire and Life Safety systems considerations, including compliance with the Ontario Fire Code.
Collaborate with various stakeholders to ensure that requirements of the Corporate Code of Public Conduct Policy and Trespass By-law are followed, to ensure fairness and consistency, as well as reducing risks. Support Directors and Legal Services in evaluating the threat and need for restrictions.
Provide security-related tip and guidance sheets to service areas, as needed. Ensure any new administrative policy or procedure is properly implemented through communication. Market the Corporate Security program and processes to ensure employee awareness.
Create and maintain budget for Corporate Security, in accordance with all City policies. Work with Facility Assets and Dept. Facility Operations, as required, to identify needs/gaps, develop business cases and ensure procurement of security-related infrastructure and services.
Respond to security issues and threats, outside of regular working hours.
Provide technical advisement to the Special Events Team related to the safety and security of the event planning process, specifically related to operational planning and execution.
Assist with providing advisement to the Festivals and Events Team on operational security plans for City of Burlington direct delivered events (Canada Day, Santa Claus Parade, Remembrance Day, etc.)
To ensure the city is compliant in related areas, must possess a thorough understanding of the Private Security and Investigative Services Act, 2005 and its Regulations, the Criminal Code of Canada, the Occupational Health and Safety Act and its Regulations, the Municipal Freedom of Information and Protection of Privacy Act and applicable guidelines from the Information and Privacy Commissioner of Ontario.
Requirements
Post-secondary education in law and security, police foundations, loss prevention, facility management, occupational health and safety or a closely related field. Formal training in Crime Prevention Through Environmental Design (CPTED) is strongly preferred.
4-7 years’ experience in a role that coordinates facility or corporate security, ideally at a managerial level and involving many facilities, including managing on-site security guards. The ideal candidate is a strong communicator, both written and orally and must have experience developing written security programs and organizational standards, based on best practices. Experience with security infrastructure, including surveillance, entry control, intrusion and fire and life safety systems (as well as general knowledge of other building systems – electrical, HVAC and lighting) is required.
Certification as a Certified Protection Professional (CPP), through ASIS International, provincial certification as a Private Investigator and Project Management experience or certification (PMP) are considered assets. Knowledge and application of Six Sigma and DMAIC principles is also considered an asset.
This position will require travel between sites and/or City facilities and will require you to provide your own transportation to off-site locations.
Occasionally you will be required to work outside of core business hours.
