The Manitoba government is seeking a highly motivated Contract Officer to work with Accommodation Services Division. Conditions of Employment:
Must be legally entitled to work in Canada
A satisfactory Criminal Record Check

Post-secondary degree or certificate in Contract Management or a contract-related field OR an equivalent combination of education and experience.
Experience in developing and administering facility service agreements including terms, conditions and specifications.
Experience in developing and administering construction and consultant contracts including terms and conditions in relation to facility related projects.
Experience in contract negotiations, tendering, evaluations and methodologies.
Experience in developing options and solving complex problems related to risk management procurement.
Attention to detail and accuracy.
Written communication skills with the ability to write clear and concise documents.
Organizational skills with the ability to plan, organize and follow up.
Interpersonal skills with the ability to work effectively with divisional staff, contractors, clients and managers.
Decision making skills.

Experience with SAP.

Reporting to the Contracts Manager, the Contract Officer is responsible for procurement relative to the construction activities, facility management, and client consultant requirements for Accommodation Services Division. The Contract Officer works, as part of a cross-functional team, to ensure the effective and efficient operation of the Contracts area in accordance with the Government Purchase Act, the General Manual of Administration and established policies, procedures, authorities, and guidelines. Contract Officers are responsible for representing the department in the procurement and administration of construction, service and consultant contracts. This process includes the preparation, tendering, and awarding of contracts in addition to liaising with contractors, divisional staff and client department representatives. In carrying out these duties, Contract Officers conduct tender openings, evaluate tenders for compliance and value, review and prepare Canadian Construction Documents Committee (CCDC) and other forms of construction contracts providing recommendations to management to ensure fair and transparent practices.
