Reporting to the Director of Operations and working closely with CDÉNÉ staff, employers, government partners and settlement-sector partners, the Licensed Foreign Worker Recruiter and RCIC will lead compliant employer outreach, vacancy validation, recruitment, candidate screening, job matching, immigration support and retention coordination for bilingual and Francophone talent.
The successful candidate will ensure that services are professional, timely, properly documented and aligned with applicable immigration, labour, privacy, consent, reporting and program requirements.
KEY RESPONSIBILITIESEmployer outreach, immigration readiness and vacancy validation
· Deliver employer webinars and information sessions on immigration pathways, program options and recruitment expectations.
· Conduct one-on-one consultations with employers to assess immigration readiness, labour-market gaps, workforce needs and vacancy details.
· Review employer compliance with applicable provincial and federal requirements and good employment practices.
· Compile identified vacancies, coordinate monthly vacancy review and approval processes with the Province, and maintain records of employer assessments and vacancy outcomes.
· Participate in regular operational coordination meetings with provincial partners.
Recruitment, candidate screening and employer-candidate matching
· Enter approved vacancies and documented hiring timelines into CDÉNÉ's vacancy and talent tracking tools.
· Determine the most appropriate recruitment strategy for each approved position, including domestic talent pools, international recruitment initiatives, online recruitment and partner referrals.
· Conduct targeted outreach to identify qualified international candidates in priority occupations and sectors.
· Pre-screen and verify candidates against immigration eligibility criteria and employer requirements.
· Match pre-screened candidates to employer vacancies, prepare recruitment summaries and facilitate communication between employers and candidates through to the job-offer stage.
· Support employers in developing or improving job descriptions, National Occupational Classification alignment and wage compliance.
Immigration navigation and application support
· Assess the appropriate temporary or permanent immigration pathway for each job offer, including pathways such as the Atlantic Immigration Program, the Nova Scotia Nominee Program and International Mobility Program options.
· Provide direct RCIC representation, where required and within the approved project scope, for work-permit and related temporary immigration processes.
· Prepare, review and submit complete immigration application packages using quality-assurance processes and documented workflows.
· Manage timelines, track application status, respond to additional-information requests from government authorities and report results as required.
Retention, settlement referrals and post-arrival coordination
· Coordinate warm referrals to settlement service providers for candidates with confirmed job offers, with appropriate consent and information-sharing practices.
· Co-promote or co-facilitate pre-arrival webinars with settlement partners on settlement resources, community orientation and employer expectations.
· Participate in post-arrival follow-ups with workers and partners at defined intervals, such as 30, 90 and 180 days after employment begins.
· Collaborate with other provincially funded partners to align service delivery, share promising practices and reduce gaps between recruitment and integration services.
Newcomer entrepreneurship and business succession support
· Work with economic development officers, regional enterprise networks and business-development partners to identify business succession or transition opportunities suitable for newcomer entrepreneurs or investors.
· Provide information sessions and consultations on business immigration pathways, assess candidate eligibility and business viability within applicable immigration streams, and connect candidates with business planning, financing and mentorship resources.
· Track outcomes, including business-transition opportunities, referrals, applications and businesses maintained under newcomer ownership.
Project compliance, reporting and information management
· Maintain accurate, auditable records of employers served, vacancies, candidates, offers, immigration supports, referrals, follow-ups and outcomes.
· Collect and manage information only with appropriate consent, protect confidential and personal information, and follow applicable privacy and security requirements.
· Contribute to activity reports, performance tracking and any additional data or documentation required by the Province or CDÉNÉ.
· Perform all duties in a competent, professional, timely and impartial manner, avoiding actual or perceived conflicts of interest.
QUALIFICATIONS AND COMPETENCIES
· Active membership in good standing as a Regulated Canadian Immigration Consultant (RCIC).
· Valid Nova Scotia Foreign Worker Recruiter Licence.
· Minimum of three years of experience in immigration and international recruitment.
· Strong knowledge of Canadian and Nova Scotia immigration pathways, including work-permit processes, employer-supported pathways and permanent-residence pathways relevant to Nova Scotia employers.
· Strong understanding of employer compliance, labour standards, fair employment practices, National Occupational Classification alignment and wage-compliance considerations.
· Experience preparing, reviewing and managing immigration application documentation with quality-assurance processes.
· Excellent written and oral communication skills, including the ability to deliver webinars, consultations and presentations to employers and candidates.
· Fluency in French is essential; strong working proficiency in English, written and spoken, is required.
· Strong organizational skills, attention to detail, time management, analytical skills and ability to prioritize competing deadlines.
· Ability to work independently and collaboratively with employers, candidates, government representatives, settlement providers and economic development partners.
· Proficiency with Microsoft Office and digital project, data and file-management tools.
· Valid driver's licence and access to a vehicle for work-related travel as required.
· Legal entitlement to work in Canada.
Assets
· Experience supporting Francophone and Acadian communities, newcomer settlement, employer partnerships or international recruitment missions.
· Experience drafting or administering employer service agreements, consent provisions or information-sharing clauses.
· Experience with entrepreneurship, business immigration or business succession initiatives.
