Senior Application Developer

The Senior Developer is responsible for coordination, development and delivery of new applications and enhancements, maintenance and support for all existing BCEHS applications; providing functional direction to assigned project staff (and contractors); conducting requirements analysis, research, evaluation and selection of development tools for the division; establishing standards and techniques for tools selected and installed on the development workstations; providing technical specialist support and training to internal systems staff and contractors on tools and methodologies; and representing BCEHS as the technical liaison with contracted Project Managers for new application development.

What you’ll do

Receive service requests for new applications, systems enhancements, changes, maintenance and support; diagnoses, prioritize and resolve escalated systems problems; provide expertise to development and implementation planning meetings (e.g. synchronization of timing, failure responses, backup procedures); conduct and document post implementation reviews and performance analysis.
Provide primary support for systems operations; monitor operational performance daily to confirm all batches, etc. ran; receive all problems from Client Support; identify system failures; conduct diagnostic procedures to isolate problems; designs, codes, tests and implements solutions; recommend improvements and modifications.
Attend development planning meetings; consult with users and analyses requests (e.g. business and procedures); ensure a clear understanding of BCEHS’ environment, systems applications, interfaces and standards; review various design materials (e.g. detailed requirements document); determine best technical or procedural solution and method of integrating; designs, codes, tests and documents detailed specifications, schedules and implementation plans; test end product to ensure quality assurance (e.g. unit, integration, volume tests); lead case study and production implementation.
Conduct research, acquisition and implementation of development tools; assess new product options (e.g. scalability, compatibility with current and future infrastructure and industry directions) and adherence to strategic architectural directions; recommend options; prepare business justification for new products; install SW prototypes; analyze requirements for new product sets including test libraries, migration strategy and methodologies/ procedures and automated testing; identify potential obsolescence.
Develop and implement standards and guidelines for development tools and development methodologies (e.g. structured methodologies, CASE); maintain an inventory of SW products and their utilization; define and develop product utilization standards and user guidelines.
Advise on the configuration of development workstations; evaluate the impact of new releases; perform SW upgrades; track licensing requirements; initiate requests for expanded licenses; review vendor maintenance agreements; identify required changes and recommend terms for renewal
Design and execute statistical programs and applications to extract, and analyze data utilizing data warehouse information; maintain strong knowledge of data warehouse design, data flows, models and definitions, system capabilities, related programming languages, statistical programs, and data integrity issues; develop and support data warehouse-related reporting for business areas requiring design, implementation, and security of data tables

What you bring

Education, training and experience equivalent to a recognized degree or diploma program in Computer Science and Four years’ recent related experience.
Knowledge of current development tools (Visual Studio, JIRA, GIT, etc).
Experience developing.Net Framework and/or .Net Core applications with C#, MVC and Entity Framework.
Experience with JavaScript development with modern frameworks and tools (Angular, TypeScript, Reactjs, Nodejs, WebPack, etc).
Experience working with modern web technologies (HTML, CSS, WebSockets, Service Workers, etc).
Experience with Rest API design and development.
Data modeling and database development experience.
Experience developing and tuning SQL queries (T-SQL and PL\SQL) and working with data transformation and migration scripts.
Experience developing and deploying software solutions which operate in complex highly available network environments (utilizing load balancers, reverse proxies, firewalls, etc).
Knowledge of mobile application development with a variety of platform technologies (Android, iOS, React Native, Android Studio, XCode, etc) an asset.
Your primary responsibility in this position will be the development and maintenance of an existing system developed in .Net (C# and .Net 5), SQL Server and Angular/Typescript so those skills are critical. It will also include development on many other integration projects using a variety of technologies so a broad skillset and wide range of experience is also a must.

Excellent written and oral communication and inter-personal skills.
Ability to communicate technical subject matters in lay terms.
Experience working on Agile development projects and design solutions based on Agile requirements (epics, user stories, etc).
