Job Title: eConsult Manitoba Program Manager (term 12 months, contract)
Position Based at: Nine Circles Community Health Centre, Winnipeg, MB
Reports to: eConsult Manitoba Steering Committee

NATURE AND SCOPE

The eConsult Manitoba steering committee is hiring a PROGRAM MANAGER for a 12-month contract beginning in June 2019. This position will be administered by Nine Circles Community Health Centre. This position is funded by Manitoba Health, Seniors and Active Living (MHSAL). This is currently offered as a term, out of scope, consultant-based contract; there are no employee benefits offered (such as vacation, pension, extended health benefits, etc.).

Reporting to the eConsult Manitoba steering committee, the Program Manager is responsible for:
  • Implementing and overseeing the eConsult Manitoba Sustainability Plan;
  • eConsult Manitoba program evaluation; and
  • General administrative and office duties.
This position requires a highly capable individual who, in addition to providing support to the steering committee, is accountable for the daily administrative operations of eConsult Manitoba and is confident in working independently and making decisions.

This contract will include office space is located at 705 Broadway, with some possible flexibility to work offsite. The contract requires sitting at a computer desk and terminal to complete the majority of the work. The position also requires some mobility throughout the building and throughout the community. This position may be expected to access archived documents located in other spaces as well as carrying boxes of items and supplies related to eConsult related events. Such lifting and carrying of boxes is limited to 25 lbs.

The contract is to a maximum of 35 hours per week for a 12-month period at a rate of $35.00 per hour. Regular work hours will fall between 0800 and 2000. Regular work days occur Monday through Friday although flexibility is an expectation for this position as there may be occasional duties required after regular business hours and/or on the weekend.

DUTIES AND RESPONSIBILITIES
Reporting directly to the eConsult Manitoba steering committee lead, the job duties include:

Representative Duties:
  • Support the development and contribute to the implementation and monitoring of research activities undertaken by the eConsult Manitoba Primary Care research team.
  • Assist with all phases of the research process including proposal development, grant and ethics submissions, data analysis, scholarly report writing, and knowledge translation and dissemination activities.
  • Recruit research participants and undertake subsequent data collection (may include conducting open-ended interviews, focus groups, participant observation, administering questionnaires and/or collecting information from select records), which may entail some travel to participant clinics or homes.
  • Perform data entry and maintain project database(s), ensuring all data files are in accordance with ethical guidelines.
  • Contribute, as needed, to research analysis, including the preparation of research reports, presentations and manuscripts for publication.
  • Perform literature searches and critically review information.
  • Monitor project progress and maintain project files including documentation, status, correspondence, meeting minutes, budget, etc.
  • Organize and participate in meetings with the research team and other departmental meetings, as required.
  • Provide updates and progress reports to members of the research team and relevant stakeholders.
  • Maintains and supports the efforts of eConsult and related eHealth innovations stakeholders in the development of projects and other related activities, as necessary.
  • Perform other related duties as assigned or required.
Implement and oversee eConsult Manitoba Sustainability Plan (Time spent: 60 %):

  • Supervises eConsult Site Administrator / IT Support and ensures ongoing service delivery, provides back-up support and/or troubleshooting as required.
  • Coordinates with the eConsult Steering Committee to plan and implement required activities to ensure sustained services at the conclusion of bridge funding.
  • Participates in the development and management of a providers/user group and also a patient feedback group to inform and enhance the activities of the eConsult Steering Committee and the sustainability plan.
  • Works independently to advance the goals of the eConsult Project Charter.
  • Plays a key role in helping to determine future transition strategies and amendments to the Project Charter.
  • Contributes to the preparation of reports and presentations that support the eConsult Manitoba transition plan and knowledge translation activities.
  • Engages with national and local stakeholders to further adapt and improve the eConsult Manitoba solution based on the best available evidence.
  • Maintains connections with local eConsult providers, users and national leaders to connect local activities with national and international initiatives when appropriate.
  • Assist with budget management
eConsult program evaluation (Time spent: 30%):
  • Contributes to the ongoing implementation and coordination of eConsult related research projects and evaluation efforts including recruitment, data collection and analysis.
  • Prepares Research Ethics Board submissions, including; applications, amendments, and annual reports; as well as Health Information Privacy Board Submissions
  • Conducts literature searching and critical reviews.
  • Participates in the various activities that further research activities including regular meetings with investigating team or stakeholders, educational workshops and/or departmental research committee meetings as required.
  • Works both independently and collaboratively with other researchers on the team as well as consults with, other investigators and community-based clinicians and programmers regarding health-related programs and projects.
  • Monitors progress of research activities and develop or evaluate research planning and processes as well as providing updates and progress reports to members of the research team and stakeholders.
  • Participates in preparation of grant proposals and protocols for future projects.
  • Participates in preparation of manuscripts and presentations related to completed projects.
General administrative/office duties (Time spent: 10%):
  • Documents progress reports on activities as required.
  • Prepares documents and/or correspondence.
  • Maintains project and data files with discretion and in accordance with ethics and privacy guidelines.
  • Perform other project-related administrative duties as required
QUALIFICATIONS

Required Education
  • Minimum graduate of a post-secondary degree or diploma in health related or social science discipline. Master’s degree is preferred.
  • Equivalent combination of education and experience may be considered
Required Technical & Professional Skills
  • Demonstrated ability to work with data analysis software; database management and project management an asset
  • Ability to complete needed tasks/functions in a timely manner
  • Ability to work collaboratively with research team and stakeholders
  • Able to contribute ideas during research process, as well as for the dissemination of findings
  • Can easily adapt to modifications in the research process or analysis plan
  • Strong written and oral communication skills are essential
