Job Description
Position Summary
The Clinical Manager of Medical Ambulatory Services is responsible to provide leadership, governance, direction and coordination for a broad range of ambulatory services across St. Joseph’s Healthcare Hamilton. The clinical manager assists the director to set goals and operating vision of ambulatory services including the Thomas Kevill Eye Institute; Chronic Pain Program; Specialty Clinics, Geriatrics & Stay Well Programs including quality service, research and education. The manager continually develops and evaluates a service delivery model that ensures accessibility, safe and effective patient care across the system, in accordance with the strategic mission. The manager supervises a broad range of health professionals, ensures professional function of employees are within the standards of practice as defined by their respective regulatory bodies and oversees all aspects of budget management, performance management and acts as the SJHH agent of representation and liaison with internal and external community partners and contacts.
Qualifications
- Bachelor's degree program in Nursing or other health related discipline.
- Minimum 3 to 5 years demonstrated experience in healthcare leadership and significant experience in the management of a diverse variety of patient population and service delivery models.
- Must have proven applicability of healthcare leadership in the Canadian context including healthcare economics, population approach to ambulatory healthcare service delivery, service coordination, and funding models.
- Strong knowledge of labour relations and knowledge of management of a variety of both clinical and non-clinical employees represented by various work unions.
- Working knowledge of various standards and scope of practices for all levels of healthcare professionals (including but not limited to advanced health professionals such as NPs, Psychologists).
- Experience in use of use of electronic medical records, budget development, analysis and accountability, influential proposal and report writing, risk management, promoting evidence-based practice and health outcomes.
- Demonstrated experience leading and managing change on a unit and system level.
- Member in good standing of the candidates professional College.
Responsibilities
- Manages employee relations issues, promoting a teamwork environment where staff can interact productively and efficiently.
- Hires, promotes, disciplines, and terminates staff, as required.
- Develops, implements, and communicates performance measures; conducts regular performance appraisals of direct reports, providing ongoing coaching and feedback.
- Actively undertakes broad staff resource planning for ambulatory services including the management of forecasting, recruitment, selection, retention, and termination of all line reporting staff.
- Manages the development, implementation, evaluation and maintenance of quality improvement initiatives which are in alignment with established SJHH standards.
- Serves as lead manager in the development of new ambulatory services/program including: proposal and request for funds writing, conducting environmental scans of peer services, service planning including but not limited to: human resource planning, non-human resource planning, service delivery, population health planning and evaluation.
- Leads, under direction of director, the delivery and coordination of medical ambulatory services across entire organization.
- Monitors quality improvement outcomes in SJHH ambulatory services on a regular basis; develops action plans to address identified issues.
- Responsible for the assignment, authorization and evaluation of all associated department financial resources.
- Develops and submits monthly budget progress reports to director with identified areas of fiscal risk and opportunities.
- On an annual basis, develops budget proposal submissions for the various program/units including major initiatives which require significant financial resources.
- Responsible for OH West and MOHLTC grant and funding proposals for various ambulatory services
- Active member of Ambulatory Integrated Operations & Quality Council and designated front-line manager lead for various corporate ambulatory services quality improvement initiatives.
- Serves as one of administrative leads in critical incident reviews of falls across the organization.
- Provides management coverage for other nurse managers in SJHH services.
- Develop and submit quarterly and annual business reports and work plans for various corporate services.
