Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.
The Human Resource Services and Technology office is seeking a Senior HR Service Technology Lead to provide guidance, maintenance and enhancement support to HCM Cloud Application around Performance Management, Benefits, ESS and HR transactional Payroll modules. The incumbent will be responsible for driving continuous business process improvements and business process transformation initiatives by establishing a comprehensive data auditing strategy, complex issue resolution and technical solution services based on the HR services operating model.
What will I be doing?
Lead design activities and defining requirements, functional analysis, program configuration, testing, issue detection, and training documentation of Oracle ERP system (Performance Management, Onboarding, ESS, Benefits and Payroll) and technical processes along with Business User Acceptance and Training of applications developed in-house or purchased to meet business requirements arising from detailed analysis of business processes.
Monitor of Interfaces, extensions and manual operational processes related to Benefits, Onboarding and troubleshoot failed jobs/extensions, demonstrating a high level of attention to detail, as well as the ability to manage strict deadlines for time entry information to payroll processing and submission to ensure that paychecks are issued on time.
Ensure Oracle EBS and HCM Cloud Systems configuration meets vendor and program obligations as well as data privacy best practices, oversees and reviews updates to Benefits rates and plan structures and related payroll set ups and policies throughout the production lifecycle.
Act as principal technical Performance Management, ESS, Benefits and Absence consultant on process enhancements, in response to changing business requirements and working with the Management to aid in the development and maintenance of ERP Technology roadmap.
Review all changes prior to implementation to verify consistency and conformance with established departmental guidelines, processes, policies and practices, and industry standard guidelines.
Plan and execute unit, regression, integration and acceptance testing related to Oracle EBS and HCM System enhancements, changes and upgrades to verify that the program functions correctly and ensure that modifications have not caused errors in other parts of the program and interfacing programs and systems, oversees and advocates for the resolution of issues; categorizes and identifies issues, investigates issues to identify root causes; and provides impacts of root causes.
Manage SLA relationships between I&IT at the sub-project or project levels to ensure quality and level of service of all system activities
Lead the maintenance of existing applications through consultation with Cloud Application Vendors, creates service requests with vendors and consults with stakeholders from key business areas to ensure business value of Performance Management, ESS, Onboarding, Benefits and Absence modules.
Works with HR Reporting and Analytics and HR Technology teams to investigate data issues and identify corrections or new sources of data and methods for continuous improvements and establish data reports for improved data validation and auditing.
Resolve complex and sensitive escalated HR operations system issues; research new functionalities to address future needs and makes recommendations on how to resolve the case managing workarounds with manager as required
Coordinates technical and process related team projects and provide insights to the implementation plan, communicates the potential changes to the HR Service team and/or stakeholder
Conducts feasibility studies, develops systems design & business requirement definitions, configuration and directs system build and implementation.
What skills and qualifications do I need?
Completion of a diploma in Human Resources or related field – or a combination of education, training and experience deemed equivalent; training specific to Oracle applications
Minimum six (6) years’ experience in HRMS, preferably Oracle ERP applications and Oracle reporting and Business Intelligence tools
Advanced/specialist technical certification is an asset
Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.), including experience in the application of collective agreement provisions
Working knowledge of a broad range of Human Resources and related functions including recruitment, benefits administration, compensation analysis, performance management, training and development, and Employee Self Services
Project management, organization and analysis to develop timelines, deliverables, schedules, and project management systems, and to conduct payroll analysis
Expert knowledge of enterprise HR and Payroll systems maintenance and implementation
Proficiency in MS Office (Outlook, Word, Excel, PowerPoint, etc.)
Problem solving, analytical, decision making, and organizational skills to analyze system requirements and lead changes and updates to HCM
Interpersonal, oral/written/presentation skills to provide guidance on HCM module usage in line with policies
