Our client is seeking a Payroll Manager, Compliance to join their team on a contract-to-hire basis. This role will focus on payroll analysis, compliance, financial reporting, reconciliations, and audit support. The successful candidate will partner closely with Finance and People teams to ensure payroll practices are accurate, compliant, and aligned with organizational objectives.

Key Responsibilities
Research, interpret, and apply legislative requirements affecting payroll operations, including labour standards, tax regulations, statutory deductions, and reporting obligations.
Prepare and present detailed payroll-related financial reports, including payroll expenses, tax liabilities, accruals, and compliance metrics.
Collaborate closely with Finance to support budgeting, forecasting, and payroll expense analysis.
Perform monthly reconciliations of payroll-related general ledger accounts and investigate discrepancies.
Lead and coordinate payroll audits, ensuring the accuracy and integrity of payroll transactions while identifying compliance risks.
Analyze payroll costs, including overtime, premiums, bonuses, taxable benefits, and deductions to support financial oversight and budget adherence.
Identify process improvement opportunities and recommend enhancements to payroll systems, controls, and reporting practices.
Provide guidance to Finance and HR stakeholders regarding payroll compliance requirements and reporting obligations.
Assist in developing and maintaining payroll policies, procedures, and internal controls to support regulatory compliance and best practices.
Prepare and reconcile vacation accruals, banked time balances, and other payroll-related liabilities.
Reconcile third-party invoices and deductions against payroll records.
Support compliance with workplace health and safety policies and reporting requirements.
Qualifications
Post-secondary education in Finance, Accounting, Business Administration, or a related discipline.
5+ years of experience in payroll analysis, payroll compliance, financial analysis, or a related function.
Strong understanding of payroll legislation, tax regulations, and compliance requirements.
Experience working in unionized or collective agreement environments.
Advanced Microsoft Excel skills with the ability to analyze, reconcile, and report on large datasets.
Experience with payroll and financial systems.
Strong analytical, problem-solving, organization, and communication skills.
Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
Experience within transportation, aviation, or other highly regulated industries is considered an asset.
