A. Background
Frontenac County Childcare Centre (FCCC) is a non-profit organization that provides licensed full-day childcare at four locations, two of which also offer before and after school programs, as well as before and after school childcare at seven additional sites. All 11 locations operate within Limestone District School Board schools.
FCCC employs 52 staff members, including seven management employees, 35 unionized employees (23 full-time and 12 part-time), and seven casual supply staff. Unionized employees are represented by OPSEU. Financial services are supported by an independent contract bookkeeper.
FCCC operates with an annual budget of approximately $2 million, with the majority of revenue generated through parent fees and funding provided under the Canada-Wide Early Learning and Child Care (CWELCC) system. Approximately 80% of annual operating expenses are allocated to salaries and benefits.
FCCC is seeking an experienced consultant to conduct a comprehensive review of its Human Resources (HR) operations. Specifically, the review will include:
1. Management Compensation: This includes an analysis of wages for external and internal equity, lieu time, overtime and a performance management review and merit pay process. This includes a recommended salary grid.
2. Pay Equity:
Review of Pay Equity Plan.
3. Management and administrative structure: A review of the appropriateness of the non-unionized employee staffing structure and job descriptions to appropriately support the organization now and in the foreseeable future. This includes succession planning.
B. The Deliverables
The successful consultant, under the direction of the Executive Director and Board of Directors, will work closely to complete a review of the above noted items and summarize findings and recommendations for next steps in a report to the Executive Director and the Board by November 20th, 2026. The consultant selected will have access to Board Members and staff members, organizational financial records and any other relevant material.
C. Submitting proposals

Proposals must include:
- a project plan outline including the stages of the process and time line
- bios for the consultant
- a list of similar projects completed in the past- including projects involving compensation structures and pay equity.
- the names of two client references
- projected total cost, including expenses
Pay: $1.00 per year
