The Site Rehabilitation Program (SRP) is administered by the Alberta Department of Energy and provides funding in the form of grant payments to the oil field services sector to abandon, and/or reclaim upstream oil and gas infrastructure. The program objectives are to increase employment in this sector, while also decreasing the environmental liability associated with oil and gas development.
The Grant Processing Analyst is required to provide assistance in processing grant packages according to a grant agreement and payment procedure that includes drafting grant agreements, reviewing and conducting quality assurance on completed grant agreements, and processing grant payments. This position requires working closely with the Finance and Administration Branch to process and issue grant payments to the successful applicants of the Site Rehabilitation Program (SRP). Responding to applicant inquiries related to grant processing will also be a part of the position.
The Grant Processing Analyst supports existing programs implemented under the Resource Programs Unit with a specific focus on the Site Rehabilitation Program (SRP) project and grant processing under the program. The Analyst demonstrates leadership and initiative in a team environment, builds relationships with policy staff, and collaborates with finance staff.
The Grant Processing Analyst will retrieve approved project information and assemble packages for Expenditure Officer sign-off, as well as prepare and review grant agreements and send grant agreements to the successful applicants. Preparing grant packages for the Expenditure Officer's signature and processing initial, interim and final invoices from the grant recipient and prepare payment are also required functions.
This position will schedule and track all activities through the SRP application lifecycle, manage records and provide information for the Office of Auditor General (OAG) audits when required. The position will initiate, plan, organize and implement activities based on high-level direction and the intended outcomes, and prepare and provide information through briefing materials, presentations, memos and other forms of communication as required by the department. The position will also develop and maintain databases of the SRP Projects to ensure ongoing compliance to the program objectives, conduct research and gather information on potential issues, carry out appropriate analysis, and consult others when necessary. Contributing learnings to broader program development and implementation activities is also required.
University graduation in geology, engineering, law, commerce, accounting or related field, plus four (4) years of directly related experience is required.
Demonstrated understanding of relevant grant regulations and legislation, as well as knowledge of program guidelines, program eligibility criteria, and funding structures if required. Demonstrated understanding of business planning, organizational structure, and strategic priorities, with the interest and ability to learn about the Department of Energy and the PPS Branch, is required. Knowledge of financial components of a project, grant evaluation and grant processing will be required, along with proven success using project management (PM) tools and techniques to process and track packages through the PM cycle.
Demonstrated experience with Microsoft Office, particularly with Word and Excel, as well as experience with database development and maintenance is required.
Demonstrated understanding of Alberta's regional planning system, legal principles of contracts and contract review. Auditing and Financial basic concepts, as well as records management, will be key assets of this position.
