Licensee / Designated Manager – Compounding Pharmacy
Position Summary
The Licensee of the Compounding Pharmacy is legally responsible for the safe, ethical, and compliant operation of the pharmacy. This role ensures all compounding activities meet regulatory, professional, and quality standards while overseeing staff, facilities, and controlled drug management. The Licensee acts as the primary liaison with the provincial college of pharmacy and other regulatory bodies.
Key ResponsibilitiesRegulatory & Professional Accountability
- Serve as the designated Licensee under provincial pharmacy legislation
- Ensure compliance with NAPRA, provincial College of Pharmacy, and USP <795>, <797>, <800> standards (as applicable)
- Maintain pharmacy license, compounding permits, and professional registrations
- Act as primary contact during inspections, audits, and investigations
Compounding Operations
- Oversee non-sterile and/or sterile compounding processes
- Ensure proper formulation, documentation, and labeling of compounded preparations
- Approve and maintain Master Formulation Records (MFRs) and Compounding Records (CRs)
- Ensure appropriate beyond-use dating (BUD) and stability practices
- Implement and monitor quality assurance and quality control programs
Facility, Equipment & Environment
- Ensure compounding areas meet design, cleanliness, and environmental requirements
- Oversee maintenance, calibration, and validation of compounding equipment
- Ensure proper storage and handling of hazardous and non-hazardous materials
Policies, SOPs & Documentation
- Develop, implement, and maintain Standard Operating Procedures (SOPs)
- Ensure documentation for training, cleaning logs, calibration, recalls, and incidents is complete and current
- Lead and document corrective and preventive actions (CAPA)
Staff Oversight & Training
- Supervise pharmacists, pharmacy technicians, and compounding assistants
- Ensure staff are appropriately trained, certified, and competent
- Conduct regular competency assessments and ongoing education
Patient Safety & Risk Management
- Ensure safe dispensing and patient counseling practices
- Oversee incident reporting, error management, and recalls
- Ensure compliance with privacy and confidentiality legislation
Business & Operational Oversight
- Manage inventory, controlled substances, and procurement
- Ensure financial sustainability of compounding services
- Collaborate with prescribers and healthcare professionals
Qualifications & Requirements
- Licensed Pharmacist in good standing with the provincial College of Pharmacy
- Eligible and approved to act as a Licensee
- Advanced training or certification in pharmacy compounding
- Strong knowledge of Canadian pharmacy regulations and compounding standards
- Proven leadership, organizational, and communication skills
Preferred Experience
- Experience managing a compounding or specialty pharmacy
- Experience with inspections and regulatory audits
- Injection certification and/or APA certification (asset)
