Raise is currently hiring an Environmental Professional Level 2 on behalf of our client. This is an excellent opportunity for an experienced environmental professional to support a major transmission infrastructure project involving large-scale construction, environmental risk management, regulatory compliance, and First Nations engagement. Our client, is one of the largest electrical energy suppliers in Canada
Note: The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
Description
We are currently hiring an Environmental Professional Level 2 to support a major transmission line expansion project based in Prince George, British Columbia.
The successful candidate will provide environmental management and risk expertise throughout the project lifecycle, working closely with project management, construction teams, contractors, commercial teams, environmental specialists, and external stakeholders.
This role will serve as a key liaison between environmental management and project delivery teams, helping identify and manage environmental risks, support regulatory requirements, develop environmental work plans, and provide technical recommendations to ensure construction activities are completed safely, responsibly, and in compliance with applicable requirements.
The project involves major transmission infrastructure, substations, thermal upgrades, and extensive construction activities across Northern British Columbia.
Project Overview
The project is a major 500 kV transmission line expansion being delivered in multiple phases across Northern British Columbia. The overall program includes:

Approximately 440 km of transmission line development between Prince George and Terrace.

An additional approximately 350 km of transmission infrastructure north of Terrace.
-
Expansion of existing substations and development of new greenfield substations.
-
Thermal upgrades to existing transmission circuits.
-
Large-scale construction and infrastructure development extending through 2032.
-
Assets that will involve co-ownership with multiple First Nations.
Responsibilities
- Provide environmental management and risk expertise throughout project planning, construction, and implementation.
-
Serve as a primary environmental liaison between project management, construction teams, contractors, commercial management, and project-based environmental staff.

Develop and implement environmental work plans using established procedures, standards, and best practices.
-
Identify, assess, investigate, and manage environmental risks associated with project design and field construction activities.
-
Review project specifications and environmental requirements to identify potential risks and mitigation measures.
-
Provide technical environmental recommendations to support project planning, design, construction, and operations.
-
Develop environmental guidelines, procedures, and mitigation strategies for complex project activities.
-
Manage and support environmental review processes for major construction and infrastructure projects.
-
Investigate and resolve environmental issues encountered during design and field activities.
-
Recommend appropriate environmental protection measures and corrective actions.
-
Support environmental impact assessments, studies, monitoring programs, and regulatory requirements.

Coordinate multidisciplinary environmental studies and assessments.
-
Develop terms of reference, monitor study progress, and review environmental assessment results.
-
Prepare technical reports, progress reports, environmental documentation, and recommendations for project management.

Support public consultation programs, environmental hearings, and stakeholder engagement activities as required.

Participate in negotiations related to environmental mitigation, compensation, and related programs.

Work collaboratively with First Nations, contractors, regulatory bodies, project teams, and other external stakeholders.

Provide environmental information and technical advice to internal business teams and project leadership.

Exercise independent professional judgment when assessing environmental risks and recommending mitigation measures.

Establish and maintain strong relationships with internal clients, contractors, project teams, and third parties.

Monitor environmental performance and compliance throughout project execution.
-
Support the successful delivery of project objectives related to safety, cost, quality, schedule, and environmental performance.
Project Environment
Projects supported by this role may include:

Telecom infrastructure and asset replacements, including servers and technology tools.

Software implementations, upgrades, and installations.
-
Network configuration and infrastructure changes.
-
Network Monitoring Systems (NMS) implementations, upgrades, and replacements.
-
Integration of new or existing software and processes into enterprise systems.
-
Physical updates to device testing and laboratory spaces.
-
Hardware replacements and technology refresh initiatives.
-
Telecom operations and infrastructure improvements.
-
Technology and business process change initiatives.
Qualifications
-
8–10+ years of environmental management, environmental risk management, or natural resource management experience.
-
Demonstrated experience providing environmental management support on large-scale construction or infrastructure projects.
-
Experience managing environmental risks associated with construction and field activities.
-
Experience with First Nations engagement and stakeholder management.
-
Strong knowledge of environmental regulations, permitting, and regulatory requirements in British Columbia.
-
Experience within the utility, transmission, energy, infrastructure, or construction industry.
-
Strong environmental assessment, review, monitoring, and mitigation experience.
-
Strong technical judgment and ability to investigate and resolve complex environmental issues.
-
Excellent communication, facilitation, negotiation, and stakeholder management skills.
-
Strong leadership and team management capabilities.
-
Strong conflict resolution and issue management skills.
-
Excellent organizational, analytical, and problem-solving skills.
-
Strong computer skills, including Microsoft Office.

Ability to work independently and make sound professional recommendations.

Valid Class 5 Driver's Licence.

Ability to work on-site in Prince George and travel to project/construction locations as required.

Preferred Qualifications:

Experience supporting transmission line or major utility infrastructure projects.

Experience with large-scale construction and environmental risk management.

Experience with heavy civil earthworks.

Experience working on transmission line construction projects.
-
Experience working in Northern British Columbia or similarly remote project environments.

Previous experience working with utility organizations or major infrastructure owners.

Education and Certifications
-
Bachelor's degree in Environmental Sciences, Science, Engineering, Natural Resources, or a related discipline.

Equivalent combination of education and relevant professional experience may be considered.

Candidates must be eligible for membership or registration with an applicable professional association in British Columbia, such as:

Additional Information

This position is based in Prince George, British Columbia and requires on-site attendance.

The assignment may follow either a standard 5-day work week or a 10/4 rotation, depending on project requirements.

Accommodation will be provided, with hotel accommodation initially and transition to camp accommodation as available.

Preference will be given to candidates who are local to British Columbia, particularly the Prince George area.

Exceptional fly-in/fly-out candidates may also be considered.
