Location - This role is in-person. Work primarily takes place at North Campus, Edmonton.
The Operational Regulatory Compliance Coordinator (ORCC) reports to the Operational Excellence Manager and is responsible for monitoring the contractual obligations of Trades Infrastructure & Maintenance’s (TIM) regulatory maintenance contracts. Acting as a critical liaison between internal trades leaders and external contractors, the ORCC operationalizes contractor deliverables to ensure work is completed within the university's scope and in strict compliance with local, provincial, and federal standards. Key duties include assisting with the development of effective contract language and clear work scopes, maintaining transparent communication regarding invoicing, and identifying and tracking non-conformances. Ultimately, this role ensures the university receives optimal contract value by holding external partners accountable to quality, scope, and financial obligations.
As a member of the Operational Excellence Team, the ORCC collaborates closely with the Procurement and Contracts Management team, USOF Finance, and TIM leaders to drive system performance and continuous improvement. The successful candidate will possess exceptional relationship-building, organizational, and planning skills to manage a diverse portfolio of regulatory maintenance contracts and consultants. This includes coordinating the inspection, testing, and repair activities for critical infrastructure such as elevators, backflow preventers, life safety and fire protection systems, emergency equipment, gas detection, pressure vessels, and hazmat abatement.

Their efforts ensure efficient and sustainable energy services across the campus and greater campus area.

Contract & Financial Management: Collaborate with leadership to establish scopes of work, resolve non-conformance disputes, and oversee the reconciliation and approval of progress billings and invoices in partnership with the Asset Works Management Team.

Performance & Risk Tracking: Monitor and report on contractor scheduling, work completion versus invoicing, and potential performance risks, while developing proactive mitigation strategies to ensure contract value.

Operational Reporting & Data Accuracy: Partner with internal trades teams to manage automated preventive maintenance work orders, report regularly on compliance progress to leadership, and update the AiM database to ensure asset data completeness.

Regulatory Monitoring & Audit Support: Research evolving legislation to identify compliance gaps for University assets, and escort third-party inspection entities (e.g., insurers, Authorities Having Jurisdiction, ABSA) during official site audits.

Site Inspections & Quality Enforcements: Conduct regular site inspections to ensure contractor adherence to codes, standards, and deliverables, while utilizing the TIM Non-Compliance Report (NCR) system to implement and close corrective actions.

Documentation & Performance Evaluation: Enforce secure and accurate completion of regulatory maintenance documentation for reporting, and provide formal contractor and consultant evaluations to PCM for future RFP activities.
Education / Experience
Bachelor’s degree in a related field of experience.
Possess 2 - 4 years experience in a regulatory oversight capacity.
Direct contractor management experience with a minimum of 3-5 years of experience within a construction. (commercial/industrial) or post-secondary facility maintenance industry.
Understanding of local, provincial, and federal regulatory requirements as it relates to commercial or institutional construction.
Must possess a valid Alberta Class 5 (non-GDL) driver’s licence.
Must be able to provide a recent copy of a three-year driver’s abstract with no more than six (6) demerits and/or two (2) moving violations within the last two years.

Proficiency in project management software and tools (scheduling, reporting, etc.).
Strong problem-solving and decision-making capabilities.
Strong familiarity with various maintenance methods and regulations in mechanical and electrical trades.
