Salary: $86,873 to 108,596 per annum

Status: Permanent Full-Time

University Health Network (UHN) is looking for an experienced professional to fill the key role of Specialist, Elevator Services in our FM-PRO Department.

UHN currently has a fleet of over 100 elevators located across all its 4 Hospitals and numerous individual sites. UHN is expected to spend over 25 million dollars in elevator retrofits across UHN in the near future. Safe, efficient and reliable elevator service is essential for providing patient care and maintaining a highly functioning complex hospital environment. Elevator breakdowns are considered high priority as broken elevators directly affect our staff’s ability to perform their work and our patient’s ability to access and receive care. This is particularly of concern since a great number of our patients have mobility issues.

Excess broken elevators negatively affect the image of UHN to the public at large. As services and patient numbers increase yearly, the demand on elevators also increases. This is exacerbated by the fact that our buildings are aging and continue to require increased maintenance each year.

The Specialist, Elevator Services will be directly responsible for ensuring UHN’s fleet of elevators are properly maintained, operational and safe to use for patients, staff and visitors at all times across all sites. The Specialist, Elevator Services will also act as a subject matter expert in the design process for future elevator requirements via redevelopment and our capital planning process.

KEY RESPONSIBILITIES

Contract Management

Manages the renewal of contracts and organizes external inspection agencies for required regulatory inspections of elevators.
Responsible for working with, and overseeing numerous different service providers, consultants
Reviews and verifies material and service requests. Issues purchase orders
Responsible for ensuring elevator servicing agreements and other contracts/agreements terms and conditions are adhered to
Issues Request for Proposal, Request for Quotation and Request for Information.
Provides bid analysis and recommendation as required.
Conducts negotiations to obtain fair and reasonable pricing and monitors supplier performance
Resolves problems, expedites repairs and resolves invoice discrepancies and mitigates damages.
Provides reports on cost saving and project development updates as required.
Researches and coordinates the implementation and monitoring of projects impacting elevator services.
Researches and implements new processes and technology to improve operational efficiency.
Identifying and escalating to UHN legal issues of contract non-compliance
Manages complaints from the public for elevator services, identifying issues to service provider and responding to complainant

Compliance – Codes and Standards

Supervise the execution of tasks required to maintain compliance with applicable codes and standards: National Building Code; National Fire Protection Code Association (NFPA); Canadian Electrical Code; CSA Standards; Occupational Health and Safety Act (OHSA); Workplace Hazardous Materials Information System (WHMIS); Technical Standards and Safety Authority (TSSA).
Code requirements
Implement code-required testing is completed and documented
Monitors that Hospital elevator permits, licenses, and certificates are maintained, recorded, and current.
Supervise compliance through inspections of elevator equipment and mechanics
Check work service provider to ensure compliance with applicable safety and building regulations and that workmanship meets quality and quantity standards
Establish and implement schedules for completion of all preventive and routine maintenance orders.
Ensure that all requirements for non-scheduled maintenance and repairs are completed in a timely manner and coordinate necessary shut down requirements of equipment so that maintenance crews or external contractors can complete repairs.
Develops annual and long-range maintenance plans to meet departmental and Hospital goals, staffing changes and process improvements.
Writes technical specifications for all maintenance service tenders, and works with SHSS to finalize tenders and contracts.

Project Management/Consultation (Relating to Elevator Installation/Upgrade/Other major work)

Future Construction and Redevelopment

UHN is expected to spend over 25 million dollars in elevator retrofits across UHN in the near future
Position will be responsible for acting as a subject manager expert to scope our future elevator requirements, specifications and equipment across UHN for redevelopment planning purposes
Establishing design standards for all major elevator repairs, retrofits, new installations
Supervise all elevator modernization projects across UHN

Planning

Review infrastructure needs for changes in workload, function, services, operational requirements, and capital equipment installations.
Coordinate planning for special maintenance, upgrade, and renovation projects.
Coordinate building system improvement projects
Review plans for alterations, and equipment.

Design

Review design development drawings and specifications for construction and renovation projects.

Construction

Review building systems submittals and shop drawings for construction and/or renovation projects.
Review building systems as-built drawings.

Project Management

Review new projects with bidders (e.g., scope of work for electrical).
Coordinate new project activities with architects and engineers (e.g., design development plans), authorities having jurisdiction, general contractors and subcontractors, closeout and acceptance, and stakeholders.
Assure that specification requirements are met on system improvement projects.

QUALIFICATIONS

University or College Degree or applicable work experience/training
6 plus years of work experience in repairing elevators and managing elevator services within a large, multi site organization
Must be a licensed elevator mechanic in Ontario
Ability to conduct elevator inspections themselves as well as assess the comprehension of third party inspections
Detailed knowledge of all applicable legislation, standards, TSSA etc. relating to the elevator industry and health care building standards.
Detailed knowledge of all the various types of elevators currently located within UHN
Detailed Knowledge of elevator industry and future directions of elevator system
Detailed knowledge of elevator design standards for redevelopment and planning purposes
Computer literate – excel, MS office etc.
