The Opportunity

We are seeking a visionary and empowering leader to provide strategic direction to the Ministry of Social Services in order to ensure the Ministry has the appropriate financial, technological, operational strategies and frameworks in place to deliver high quality programs and services to their clients.

Leading with a strong collaborative approach and in partnership with the senior executive team, the Assistant Deputy Minister brings focus and innovation to lead transparent processes, provides quality services and ensures integration and accountability are in place for the Ministry to fulfill its mandate and achieve its goals.

Primary Responsibilities

Reporting to the Deputy Minister, the Assistant Deputy Minister will work in strategic partnership with other Ministry executives to ensure a ministry-wide perspective is incorporated into the delivery of a diverse range of programs and services which include:

Establishing the framework and strategic direction of the Ministry with a strong focus on performance measures and accountability;

Overseeing the management of a 1.2 billion dollar budget and ensuring financial and business processes are strategically aligned and managed effectively;

Managing current and emerging information technology systems and processes to support and align with the business and programs;

Developing a corporate policy framework that achieves sound policy approaches and ensures alignment of policies and processes that result in successful outcomes of Ministry goals;

Leading a cross-ministry forum that provides oversight, support, direction and recommendations to the Deputy Minister’s Office on corporate matters; and,

Administering program support functions that support the Ministry programs and services such as, administration staff, accommodations, privacy and access to information, occupational health and safety and, emergency services management.

Position Requirements

This opportunity is for experienced senior executives with an exceptional history of achieving results in collaborative environments, ideally within the field of public policy development and/or public financial management, preferably with an accounting background. In addition, you will have:

Leadership strengths that promote inclusion, engagement and foster an innovative, collaborative environment;

A solid track record of building and maintaining credible relationships across a diverse group of internal and external stakeholders;

In-depth knowledge of government legislative and regulatory processes and protocols, in particular as it relates to public policy development and financial management;

Proven capability to identify and deliver key strategic insights, counsel and policy to ensure decision making is made with the best possible advice;

Demonstrated ability to build commitment through collaboration, consultation and consideration of citizen and stakeholder impacts;

Well established consensus-building skills, strong leadership and team-building skills, with an ability to mentor and develop staff to a high level of accountability; and,

Exceptional diplomacy, with well-developed written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.
