About the opportunity:
The Director, Occupational Health, Safety and Loss Prevention is accountable for the development, implementation, and direction of the organizations’ (OH&S and Loss Prevention) programs and processes in order to ensure effective risk management and loss control, and a safe, healthy, and productive work environment. The Director also monitors performance and costs associated with OH&S practices.
The attributes we are looking for:
- Develop OHS and Loss Prevention short- and long-term strategic plans. Provide advice to senior management with respect to emerging trends, challenges and solutions in the areas of health, safety, regulatory affairs, case law technological developments, and best practices.
- Direct the development, implementation, communication, and management of OHS and Loss Prevention standards, programs, processes, and policies in order to ensure compliance with the Group, legislative requirements and litigation readiness.
- Support Site Directors to implement an OHS and Loss Prevention management system based on continuous improvement (as ISO 45001 for example) in compliance with the Group Standard (travel as required for effective support).
- Prepare business cases and reports regarding projects and initiatives and present recommendations and status updates to key stakeholders. Review activities and projects and ensure by adjusting priorities that company goals and strategies are met.
- Direct the development and monitoring of performance indicators to ensure all facilities meet or exceed all OHS and Loss Prevention policies, procedures, and programs, as well as annual safety audits and standardized scoring methods.
- Identify and anticipate OHS and Loss Prevention concerns, risks, and hazards in the organization’s operations and establish guidelines for protection from the hazards.
- Provide active leadership with the Industrial Manager to define and implement CAPEX related to Loss Prevention and Workplace Safety. Additionally, measures should be in accordance with The Company’s group Insurance requirements (working in collaboration with Group H&S and Loss Prevention department) as well as any provincial regulations and requirements.
- Provide leadership in the effective management workers’ compensation process including analysis and reconciliation of health and safety programs (OHSA, WSIB, WCB, CNESST, NEER).
- Develop and implement audit tools (such as ISO standard).Direct activities related to completion of audits performed by OH&S Managers at both corporate and facility level and partner with line management in all areas of the business to ensure standards are met, taking corrective action as required to close any gaps. Partner with line management and Human Resources to address all training needs. Investigate major accidents or problem areas and recommend future preventive measures.
- Manage the OH&S department to ensure resources are available to direct and carry out quality OH&S activities and investigate health and safety incidents. Conduct hiring, review performance and provide feedback, determine training and development needs, establish goals and priorities, and provide work direction. This includes ensuring that technical resources and expertise are readily available when required under routine and extraordinary circumstances.
- Develop and monitor the department operating budget and take corrective actions when unfavorable deviations arise, and action is required.
- Act as liaison with external regulatory agencies. Ensure company is aware of and prepared for OHS changes and evolving industry standards by representing The Company at regulatory updates and industry forums and reporting back identified issues.
What you will bring:
- University degree in occupational health & safety or related field
- Ten (10) years’ experience in Health & Safety in an industrial setting including management experience
- Experience in unionized environments
- Leadership and critical thinking skills – capable of leading cross functional teams as a change agent to influence the safety culture and achieve project goals.
- Strong communication and interpersonal skills – ability to influence all levels of the organization to achieve project goals
- Strong analytical skills including troubleshooting and root cause analysis skills effective in leading facility teams to quickly identify issues, causes and sustainable corrective actions.
- Competence in facilitating the development and implementation of processes, policies and procedures to investigate and resolve non-compliant safety situations
- Expertise in Health and Safety and Loss prevention auditing
- Strong troubleshooting skills
- Excellent understanding of Incident Investigation/Root Cause Analysis
- Ability to analyze and interpret information
- Understanding of OHSA, CSST/WSIB/WCB financing principles and practices
- Comprehensive understanding of legislation, regulations, theory, and case law related to Health & Safety and Canadian Standards Association (CSA). Current knowledge of changes and innovations in Health & Safety. Knowledge and comprehensive understanding in Fire prevention and its standards is an asset.
- Proficient in training and "train-the-trainer"
- Good working knowledge of standard office computer technology such as Lotus Notes, Microsoft Office products and the Internet.
- Bilingual is an asset (English and French)
