About Fraser Delta Technical Group
At Fraser Delta, we provide specialized technical consulting services tailored to the unique demands of the ports, terminals, and heavy industrial sectors. We partner with our clients to optimize operations, enhance reliability, and ensure long-term success. Through in-depth technical analysis, collaborative dialogue, and practical methodologies, we deliver solutions across Asset Management, Maintenance & Reliability, Strategic Planning, and Operational Readiness.
The Opportunity
We are seeking an experienced, execution-focused Commissioning Lead – Electrical to lead commissioning of power distribution, automation, and electrical infrastructure across complex port and heavy industrial facility projects. In this role, you will bridge the gap between design engineering, construction, and operations—ensuring electrical assets are safely energized, functionally tested, seamlessly integrated into EAM/CMMS systems, and ready for long-term operational performance.
Key Responsibilities
- Commissioning Strategy & Execution: Develop and manage comprehensive Electrical Commissioning Plans, Lockout/Tagout (LOTO) procedures, Factory/Site Acceptance Testing (FAT/SAT) protocols, and energization sequences.
- Field Leadership & Inspection: Lead on-site electrical commissioning activities for power distribution systems (switchgear, transformers, MCCs, VFDs, uninterruptible power supply), motor control, power management, and PLC/automation interfaces.
- Operational Readiness & Handover: Ensure all test records, regulatory compliance certificates, as-built drawings, baseline condition monitoring data, and spare parts assessments are verified and seamlessly handed over to client operations and maintenance teams.
- Safety & Regulatory Compliance: Enforce rigorous electrical safety protocols (CSA Z462 / arc flash safety) during pre-commissioning and energization phases, acting as the primary authority for safe energization boundaries.
- Stakeholder Coordination: Serve as the direct link between client project teams, EPC contractors, equipment vendors, electrical utility providers, and operational personnel to troubleshoot technical defects and maintain project schedules.
Technical Qualifications & Experience
- Education & Credentials: Degree in Electrical Engineering (P.Eng. / EIT) OR a Master Electrician / Interprovincial Red Seal Electrical Journeyman ticket with extensive commissioning leadership experience.
- Experience: 8+ years of field experience in electrical installation, testing, and commissioning within heavy industrial environments (bulk handling terminals, ports, mining, heavy manufacturing, or power generation).
- Power Systems Expertise: Hands-on experience with low- and medium-voltage power distribution systems, protection relay testing, VFD systems, transformer testing, and grounding systems.
- Automation & Controls: Strong working knowledge of PLC interfaces, SCADA systems, industrial networks (Ethernet/IP, Modbus), and instrumentation integration.
- Standards & Software: Familiarity with Canadian Electrical Code (CEC), CSA Z462, IEEE/NETA testing standards, and commissioning management software tools.
Key Soft Skills & Competencies
- Decisive Safety Leadership: Ability to maintain uncompromising safety standards under pressure during complex, high-energy commissioning events.
- Pragmatic Problem-Solving: Quick-thinking and adaptable when resolving site clashes, vendor equipment integration issues, or unexpected field test variances.
- Stakeholder Diplomacy & Negotiation: Skilled at navigating competing priorities between construction teams pushing for turnover dates and operations teams requiring proven system reliability.
- Clear Technical Communication: Exceptional ability to articulate complex energization risks, test outcomes, and functional readiness to both executive leadership and site trade crews.
- Meticulous Record-Keeping: Deep commitment to thorough documentation, ensuring every warranty, calibration, and baseline test result is fully captured for long-term asset management.
What We Offer
