Under the general direction of the Coordinating Manager, Planning and Operations (YCDSB) and the Senior Manager Legal, Legislative and Administrative Services (YRDSB), the Manager, Student Transportation Services of York Region leads the transportation consortium that provides safe, effective and efficient transportation services to 54,000 students daily throughout the 9 municipalities of York Region.

The Manager, Student Transportation Services of York Region leads a team of 14 staff responsible for ensuring the safe and reliable transportation of students within budget parameters established by the individual school boards.

Major Responsibilities:
Monitor, evaluate and audit service provided by school bus contractors and taxi operators to ensure the
safety of students and contractual obligations are met addressing any performance issues with contractors and operators as they arise.
Manage and coordinate the activities of the student transportation staff and ensure the team possesses the skills necessary to meet and exceed performance expectations.
Consult, guide and support senior administration, Board staff, bus operators and trustees to provide policy clarification and resolve complaints/concerns related to operational and safety issues.
Maintain strategic communications with stakeholders including but not limited to both school boards, local municipalities, bus operators and legislative bodies as well as respond to inquiries from parents and/or guardians regarding student transportation services including it’s procedures and Board policies.
Develop, implement and monitor short and long term goals and objectives for the department in conjunction with senior management.
Oversees the annual operating budget for Student Transportation Services of York Region that includes recommendation of appropriate operational changes to meet service and budget expectations.
Collect data and prepare complex reports for Joint Board Consortium, senior management, Ministry of Education and various committees as well as assist in the development of RFPs, memos and communication material as required.
Develop, promote and support programs that support various transportation safety initiatives including First Time Rider, School Bus Education.
Develop, promote and support programs that support various Board initiatives including various Ridership and Active School Travel programs.

Qualifications and Experience:
Bachelor’s Degree in Business, Planning or related field(s).
Minimum 5 to 7 years of experience in student transportation services including staff supervision.
Advanced knowledge of relevant legislation included but not limited to, Education Act, Highway Traffic Act, local by-laws, etc.
Knowledge of Broader Public Sector (BPS) supply chain guidelines.

Proven strengths in written and oral communications
Strong financial literacy and business acumen
Strong facilitation, customer service, analytical and time-management skills.
Superior conflict resolution skills
Ability to create and maintain effective working relationships with a variety of stakeholders.
Solid working level knowledge of Microsoft Office and transportation management systems
