Basic Function: Accountable for development and facilitation of the policies and procedures within the company’s Safety Management System (SMS) and Health, Safety, Security and Environment (HSSE) Program. Also responsible for general field safety oversight and safety-related communication with customers, contractors, industry safety associations, Government Agencies and additional interested third parties. Further to this the administration and implementation of the Canada Labour Code Part II – Occupational Health and Safety regulations as it pertains to federal regulated workplaces.
Duties and responsibilities:
The duties and responsibilities of the position include, but are not limited to:
Safety Management System Administrator
- Understand all sections in the Canadian Aviation Regulations (CARs) that are relevant to the facilitation of the company SMS program.
- Under the direction from the Accountable Executive, the Director of Flight Operations/Operations Manager, facilitate development and compliance with regards to Safety Management System policies and procedures.
- Ensure only current and secure versions and revisions of all SMS-related documents are available to employees, contractors and interested third parties.
- Develop and administer all internal SMS training programs for employees, contractors and interested third parties.
- Generate and retain all SMS training records for employees, contractors and interested third parties.
- Receive all incoming hazard, deficiency and incident reports and facilitate the dissemination of relevant information to the applicable certificate holders.
- Maintain a secure and compliant database of all SMS-related records including a hazard registry, via the company SMS software program.
- Organize and facilitate meetings with all delegated managers to discuss safety-related hazards and events identified during quarterly and annual safety meetings.
· Organize and facilitate all Program Validation Inspections (PVIs), SMS Assessments and other miscellaneous company audits/reviews with Transport Canada.
· Organize and facilitate all internal and external audits/reviews.
· Facilitate all SMS-related communication between the company and Transport Canada.
· Assist applicable certificate holders with any required SMS policy, procedure or regulation compliance.
- Monitoring and advising the applicable company certificate holders with regards to any company activities that may have an impact on flight and ground safety.
- Monitor industry safety concerns, which may have an impact on operations and report them to the applicable company certificate holders.
- Communicate and retain any relevant aviation-related incident reports to Transport Canada, the Transportation Safety Board of Canada (TSB), the National Transportation Safety Board (NTSB) or any other applicable agency.
Health, Safety, Security and Environment Officer
- Understand all Acts, Codes, Regulations and other legislation that are relevant to occupational health and safety in the workplace, including the Canada Labour Code, Part II and the Aviation Occupational Safety and Health Regulations.
- Understand the applicable industry safety IAGSA Safety Policy Manual.
- Facilitate the development of company occupational health and safety policies and procedures, based on compliance with the Canada Labour Code, Part II, the Aviation Occupational Safety and Health Regulations.
- Monitor and ensure general internal compliance with company occupational health and safety policies and procedures.
- Ensure only current and secure versions and revisions of all occupational health and safety related documents are available to employees, contractors and interested third parties.
- Develop and administer all internal occupational health and safety training programs for employees, contractors and interested third parties.
- Research, create and transmit all monthly/quarterly safety meeting documents within the company using a suitable communication method.
- Organize and facilitate any safety and emergency response drills within the company.
- Generate and retain all occupational health and safety training records for employees, contractors and interested third parties.
- Organize and facilitate any audits or assessments planned by Economic Social Development Canada (ESDC) or Transport Canada.
- Facilitate all HSSE-related communication between the company and ESDC for the annual reporting requirements. Create and transmit Employer’s Annual Hazardous Occurrence Reports (EAHOR) to ESDC each year.
- Communicate and retain any relevant aviation or automotive-related incident reports to the relevant company insurance providers.
- Create and retain all first aid records resulting from injuries or illnesses that occur during the course of business.
- Communicate any relevant injury or illness reports to the applicable provincial Worker’s Compensation Board (WCB) and ESDC reporting.
- Communicate any relevant injury or illness reports to the applicable international health insurance provider that is relative to the individual crewmember(s).
- Facilitate the Field HSSE Officers with Job Safety Plan (JSP) and Site-Specific Emergency Response Plan (SSERP) templates for any remote projects.
- Provide AOI area of interest risk assessments for new and existing projects and provide SME mitigation or recommendations for safety.
- Develop and maintain the general company Emergency
Response Plan (ERP). Conduct a yearly ERP exercise for the organization
- Maintain relevant and compliant information on the crewmember notice boards located in a conspicuous location the company’s head office location.
Job Specifications:
Required Knowledge and Qualifications:
- Broad knowledge of all activities within the company including operations and maintenance of aircraft on a global basis.
- Extensive experience in the aviation industry as a safety specialist, manager, pilot, or HSSE officer.
- Widespread knowledge on the principles of Safety Management Systems as well as Health, Safety and Environment Programs.
- Successful completion of an Advanced SMS Training Course.
- Qualified in standard first aid and CPR.
