To manage and provide the overall co-ordination of arboriculture services (i.e. pruning, removal, maintenance, selected planting, watering, commercial tree pit and container maintenance) within a designated area. To manage the Forestry Operations workforce and equipment requirement, including management of work performance, staff training, labour relations and human resource concerns, equipment performance and updating, effective internal and external communication with clients and partners.
Manages the in-house delivery and contracting of Forestry Operations services planting, removal and maintenance services on trees on the City road allowance and in City parks/ravines, and ensures private tree hazard abatement conforms to relevant policies and procedures, current arboriculture practices, legislation and regulations, including health and safety, asset and risk management and related administrative duties
Develops, recommends and administers the annual budget for the unit, utilizing information on operational requirements, staffing requirements, known pressures and required adjustments; administers assigned budget and ensures appropriate action is taken to control expenditures within approved budget limitations by analyzing financial data. Prepares operating impacts of capital through Capital Request submissions
Reviews, evaluates and recommends to the Director the overall scheduling of projects and maintenance operations. Communicates to Director any potential situations of media attention; makes recommendation on course of action and ensures the Director is apprised of issues impacting the service delivery of operations
Prepares and/or authorizes administrative forms such as DPO, purchase orders, work orders and timesheets.
Develops and implements detailed plans and recommends policies/procedures regarding program specific requirements
Manages, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
Provides project management support and leadership within the branch as a member of self- directed work team internally and externally.
Manages and supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
Meets regularly with Supervisors and staff and conducts on-site inspections to ensure standards are met.
Responds to emergency and priority situations by anticipating problems, making decisions, deploying appropriate financial and human resources; provides senior level operational support to the Director and General Manager and coordinates all branch operations support issues including labour disruption, weather related emergency response, the smog and heat alert protocols and other divisional operational issues
Ensures that Divisional and Branch operation issues including weather related emergencies, SMOG, Heat Alerts, Pandemics are managed effectively
Develops service delivery and quality standards for tree maintenance and planting along City road allowance and in City parks through the provision of functional leadership in setting standards, priorities, implementation frameworks and training
Ensures that City trees are maintained in an environmentally sensitive manner in keeping with Integrated Plant Health Care principles
Ensures the sustainability of the urban forest in Toronto through review, monitoring and revision of tree maintenance and planting programs and practices, with the aim of enhancing and expanding the Urban Forest, and its associated benefits
Provides on-call/standby responsibilities, ensuring emergency response to tree failures and tree related by-laws
Oversees the administration of accounts associated with the Forestry Operations portfolio, which may include capital accounts, operating accounts, budgets associated with funds from other City Divisions (i.e. Transportation, Urban Design), funds resulting from grants and/or special projects (e.g. Asian long horned beetle management program, etc.)
Develops urban forestry policies and practices regarding fleet management, ravine and watercourse management, training, tree maintenance, hazard tree removal, bracing and cabling, watering and hydro line clearing, etc.
Acts as branch and or divisional lead on divisional and Corporate initiatives including increasing tree canopy cover, through participation on teams or committees and any associated implementation in revision to practices and allocation of resources
Ensures compliance with and a thorough understanding of the Collective Agreements covering unionized City workers (C.U.P.E Locals 416 and 79); and Provincial Collective Agreements and corporate and divisional policies, procedures and guidelines, and City by- laws.
Cultivates effective working relations, represents the division and consults with Members of Council and their staff, internal and external stakeholders, other divisions and members of the public on community and project committees, programs, and services.
Develops briefing notes and reports for presentation to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Director, General Manager, various Council Committees and Board of Management.
Manages the section's complaint process, investigates, where required and/or directs the Supervisors to investigate, review, approve and implement appropriate action(s) for satisfactory resolution related to issues that arise from deputations at Standing Committee(s) or Community Council(s), including issues, complaints and/or general inquiries received from Members of Council and the public. Manages conflict through establishing section specific procedures and training for issues resolution and the handling of conflict and ensures quality customer service by providing timely, cost effective and optimum delivery of services.
Ensures the quality of work and service meets corporate and divisional standards and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Ontario Building Code, Technical Standards and Safety Authority (TSSA), Fire Code, Electrical Code and the Occupational Health and Safety Act (OHSA), etc.
Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures the creation, development, modification and implementation of adequate training, safety equipment and safe work procedures are in place, as well as, provision of safe accessible facilities and programs in order to develop a strong culture of Health and Safety, reduce risk and liability to the corporation and any Health and Safety issues. Liaises with WSIB Consultants to manage workplace injuries, costs and return to work, and ensures regular meetings of Ministry approved Health and Safety Committees.
Participates in the design, implementation and utilization of performance measures for the branch, including output, outcome, efficiency, equity and quality measures in an effort to achieve effective output measures and program outcomes of branch activities.
Develops and implements service standards, fiscal management strategies, and effective operational plans, and works collaboratively with partner branches within the Parks, Forestry and Recreation Division and other divisions, in the form of planning modules or Service Level Agreements, to ensure the delivery of quality service to efficiently and effectively meet customer service needs and requirements and achieve division's mission and goals.
Acts as signing authority for payroll, purchasing (RPGS, GR, CRO), project management and design/construction.
Responsible for on-going strategic planning and development of city-wide service direction, functional standards, policies and procedures, in consultation with other City divisions, government agencies and community stakeholders.
Facilitates city-wide contract management for various services and products including but not limited to procurement call development (ex: RFQ/RFP), bid evaluation, vendor recommendation, staff report writing, contract management, monitoring and compliance, communication with vendor, renewals, contract issues management with staff. Manages and negotiates agreements with suppliers, vendors, Agencies, Boards, Commissions, other divisions, partner organizations, professional groups, associations and user groups; and establishes working procedures and memorandums of understanding. Reviews, evaluates and approves recommendations put forward by the Supervisor on equipment procurement requirements and appropriate maintenance of fleet and small equipment for maintenance compliance.
Post-secondary education in Forestry or an equivalent combination of education, experience and technical expertise forestry operations.
Extensive management experience gained through progressively more responsible positions that include the functions and administration of program management, planning, policy and standards development and service delivery.
Extensive experience in leading, motivating, directing and managing a diverse workforce in a fast-paced politically sensitive, customer service oriented unionized environment.
Extensive experience in financial planning and reporting including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports; and reporting on key performance indicators.
Considerable experience in contract management and compliance skills, including the ability to understand contract terms and hold vendors accountable to express terms of contracts.
Excellent writing, communication, human relations, negotiation, analytical and conflict resolution skills, including the ability to prepare detailed reports and make presentation for Council and Committee.
Knowledge of the Occupational Health and Safety Act and Regulations, the Collective Agreements and related Labour Legislation, corporate standards, policies and practices.
Ability to operate as a fully accountable program leader and member of a self-directed management team while fostering an organizational culture that emphasizes innovation, collaboration, transparency, accountability and trust while promoting a strong code of ethics and integrity of support public service excellence.
Ability to establish and achieve short and long term goals, including the ability to work within ambitious timelines and budgets.
Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License and the ability to obtain a City equipment operators permit.
