Senior Financial Analyst – Financial Planning & Analysis

Position summary:
The Senior Financial Analyst – FP&A plays a key role in providing financial planning, analysis, budgeting, and reporting to support organizational decision-making. This role leads the operating budget process, ensures accurate financial reporting and general ledger integrity, while partnering with clinical leaders/executives to deliver data-driven insights that support performance improvement, fiscal sustainability, and accountability. This position also drives continuous improvement initiatives to enhance financial processes, reporting, and decision support.
Responsibilities include:
· Lead the development, coordination, and consolidation of annual operating budget in-year forecasts.
· Partner with clinical program leaders to develop realistic, evidence-based budgets aligned with operational plans.
· Provide budget to-actual variance analysis, identifying key cost drivers, risks, and mitigation strategies.
· Support monthly financial close, year-end activities, including audit-ready financial packages, ensure timely, accurate, and complete financial results.
· Serve as a strategic financial advisor, translating financial data into operational insights for leaders and executives.
· Support business case development, service planning and resource allocation decisions.
· Enhance financial literacy/accountability across departments through strong stakeholder relationship.
· Optimize and assess financial/operational performance by leveraging internal data, OHA benchmarking datasets, and the Healthcare Indicator Tool (HIT).
· Identify opportunities for efficiency, funding optimization, and cost management.
· Develop dashboards and reporting tools to support ongoing performance monitoring.
· Support Ministry/Ontario Health submissions (SRI, MIS Trial Balance, HAPS, and other funding reports).
· Ensure compliance with Ontario MIS Guidelines, Public Sector Accounting Standards, and Ministry directives.
· Support funding reconciliations and reporting standards, across cross-functional projects and operational programs.
· Lead initiatives to streamline, automate and standardize financial systems and processes (budgeting/forecasting), improve data quality, and enhance reporting capabilities.
· Support Board and Committee reporting through preparation of financial packages and analysis.
· Perform other duties as assigned.
The successful candidate will have the following qualifications/experience:
· University Degree in Accounting, Finance, Business Administration, or related field.
· Chartered Professional Accountant (CPA) designation in good standing required.
· 5 yrs of more of progressive financial analysis experience (preferably in Ontario healthcare/public sector).
· Skilled in operating budget development, financial forecasting, variance analysis, and advanced financial modeling skills.
· Strong understanding of general ledger structures, financial reporting, and audit processes.
· Ability to translate complex financial data into strategic insights for operational leaders and board committees
· Highly analytical with strong financial systems knowledge and continuous improvement mindset.
· Proficiency in Microsoft Word/Excel, Meditech, ERP systems – Oracle Fusion, and Wordsoft (Budman).
