The Resource Development Branch develops, recommends, implements and administers policies and legislation to provide for the sustainable development of Manitoba's oil and gas resources. This includes management of petroleum taxes and royalties, collection of petroleum revenues, administration of Crown owned oil and gas rights, regulation of oil and gas exploration, evaluation of the province’s oil and gas resource potential and inspection of oilfield operations.

Conditions of Employment:
Must be legally entitled to work in Canada

Post secondary education in accounting or finance
Experience in an accounting or finance role including auditing and financial analysis
Proficient in Microsoft Office (Word, Excel, Outlook)
Written communication skills for relaying complex financial information to various audience
Excellent organizational skills for managing competing priorities
Verbal communication skills for communicating with a diverse audience
Ability to ensure work accuracy and provide attention to detail
Interpersonal skills for building and maintaining strong working relationships with both internal and external stakeholders
Ability to generate innovative solutions to complex problems
Ability to work independently

Experience in oil and gas production accounting
Knowledge of the oil and gas industry including applicable acts and regulations

Reporting to the Director of Regulatory Services, the incumbent is responsible for the administration and management of Manitoba’s oil and gas fiscal system which includes:
  • Auditing collection of oil and gas taxes and royalties
  • Periodic review and assessment of the Manitoba Drilling and Production Incentive Program (MDIP)
  • Completion of revenue forecasts for the Petroleum Branch
  • Analysis of financial information to support senior executive decision making
