Human Resources Manager (1.0 FTE)
Full-Time, Permanent, 37.5 hours per week
Annual Salary: $95,000.00
Location: 171 East Liberty St., Unit 253, Toronto (Hybrid: in-person and remote)
Reports to: Executive Director
Village Family Health Team (VFHT) is an established primary care provider located in Liberty Village, Toronto. We serve our diverse local community, with a special focus on people living with serious mental illness and addictions. We are currently seeking a collaborative, strategic, and experienced Human Resources Manager to lead the organization's human resources functions and support a positive, inclusive, and high-performing workplace culture. This is a full-time permanent position with a competitive benefits package, including the HOOPP pension plan.
Position Summary
The Human Resources Manager is responsible for leading and overseeing all aspects of the organization's human resources operations, including recruitment and retention, employee relations, performance management, compensation and benefits administration, policy development, occupational health and safety, and legislative compliance. Reporting directly to the Executive Director, the Human Resources Manager provides strategic leadership and operational support to ensure the organization attracts, develops, and retains a highly engaged workforce.
The Human Resources Manager plays a key role in fostering an inclusive, respectful, and collaborative workplace culture that supports high-quality, team-based primary care. This hands-on leadership role is ideal for an experienced HR professional who is passionate about supporting employees and strengthening organizational effectiveness.
Key Responsibilities
Human Resources Leadership
- Lead the development, implementation, and continuous improvement of the organization's human resources strategy, policies, and programs.
- Provide expert guidance and support to managers on employee relations, performance management, workplace investigations, conflict resolution, and progressive discipline.
- Develop and implement strategies to attract, recruit, onboard, and retain talented employees.
- Lead the organization's performance management process, including coaching managers and supporting employee development.
- Identify training and professional development needs and coordinate learning opportunities across the organization.
- Support succession planning and workforce planning initiatives.
- Promote employee engagement and foster a healthy, respectful, and inclusive workplace culture.
Human Resources Operations
- Oversee the full employee lifecycle, including recruitment, onboarding, orientation, offboarding, and employee records management.
- Administer benefits, leaves of absence, and HOOPP pension administration.
- Ensure compliance with employment legislation, organizational policies, and Ministry and Ontario Health requirements.
- Maintain and update HR policies, procedures, and employee handbooks.
- Monitor HR metrics and prepare reports to support organizational planning and decision-making.
- Oversee HR information systems and ensure the confidentiality and integrity of employee information.
- Coordinate annual performance review processes and employee engagement initiatives.
- Support payroll administration by collaborating with finance team and ensuring accurate employee information.
Occupational Health & Safety
- Lead the organization's occupational health and safety program and ensure compliance with applicable legislation.
- Coordinate workplace accommodations, return-to-work programs, and disability management.
- Support workplace wellness initiatives and promote employee well-being.
- Participate in risk management activities related to human resources and workplace safety.
Organizational Leadership
- Provide strategic HR advice and recommendations to the Executive Director and management team.
- Support organizational change initiatives and continuous quality improvement.
- Foster collaborative relationships with employees, leadership, external partners, and service providers.
- Lead HR-related projects and contribute to organizational planning initiatives.
Qualifications
- Bachelor's degree in Human Resources, Business Administration, Industrial Relations, or a related field.
- Certified Human Resources Professional (CHRP) designation required; CHRL designation considered an asset.
- Minimum 5 years of progressive human resources experience, preferably in a healthcare, community, public sector, or non-profit environment.
- Demonstrated knowledge of Ontario employment legislation, including the Employment Standards Act, Occupational Health and Safety Act, Human Rights Code, Accessibility for Ontarians with Disabilities Act, and other applicable legislation.
- Experience managing recruitment, employee relations, performance management, compensation and benefits, and policy development.
- Experience conducting workplace investigations and providing guidance on complex employee relations matters.
- Strong knowledge of HR information systems and Microsoft Office applications.
- Excellent communication, interpersonal, organizational, and problem-solving skills.
- Strong ability to build relationships and work collaboratively with employees at all levels of the organization.
