The Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s used nuclear fuel inside a deep geological repository, in a manner that protects people and the environment for generations to come.
Founded in 2002, the NWMO has been guided for 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders that are developing innovative and collaborative solutions for nuclear waste management. Canada’s plan will only proceed in an area with informed and willing hosts, where the municipality, First Nation and Métis communities, and others in the area are working together to implement it. The NWMO plans to select a site in 2024, and two areas remain in our site selection process: the Wabigoon Lake Ojibway Nation-Ignace area in northwestern Ontario and the Saugeen Ojibway Nation-South Bruce area in southern Ontario.
Regulatory Officer-Licencing and Regulatory Approvals

Position Location: Toronto Head Office – 22 St. Clair Avenue East
Job Summary:
Reporting to the Manager, Regulatory Studies, the Regulatory Officer - Licensing and Regulatory Approvals is responsible for the development, implementation, and execution of technical deliverables that are required for the Regulatory Decision-Making (RDM) Project that will enable the NWMO to receive and maintain all required permissions and approvals from the government departments and ministries (Federal and Provincial). Supporting the Senior Advisor of Regulatory Affairs, this candidate will lead and author regulatory deliverables and ensure compliance of submissions by planning, scheduling, and reviewing reports and documents related to the RDM; assisting with the development and implementation of the Canadian Nuclear Safety Commission (CNSC) Nuclear Licence application documentation; meeting organization and records management, while maintaining positive interfaces with internal stakeholders/departments to manage technical aspects of the work.
Responsibilities
- Lead and author nuclear licencing application specific deliverables and support other regulatory deliverables required for the RDM Project
- Review engineering technical design reports and plans for regulatory submissions.
- Interpret and review requirements under REGDOC’s to inform technical programs and completion of regulatory reports.
- Work cross functionally with internal and external stakeholders to ensure the required regulatory submissions meet regulatory requirements and are submitted in a timely manner.
- Lead the development of, and manage work plans, scopes, schedules and coordination of contractors to meet organizational and departmental objectives.
- Support technical teams to ensure the NWMO receives all required permissions and approvals including completion of required Impact Assessment and Canadian Nuclear Safety Commission (CNSC) Licenses.
- Provide advice and support to management regarding regulatory steps to be undertaken to prepare for CNSC licence submissions and compliance.
- Lead the review of technical reports and documents related to the RDM Project and support Senior Advisor, Regulatory Affairs with reviewing of licencing specific deliverables.
- Draft technical responses to information requests from regulatory agencies.
- Lead the writing and development of other permits and approvals applications that maybe required for the RDM Project and support the Technical Officer of Permits and Approvals.
- Lead and attend Technical Integration Meetings related to nuclear licensing technical deliverables, develop reports, prepare meeting minutes, presentation or briefing notes related to licensing and regulatory deliverables.
- Attend regulatory meetings with government agencies including but not limited to the Canadian Nuclear Safety Commission. Present on NWMO’s licencing application to internal and external groups, inclusive of Regulators.
- Manage records for RDM project to ensure conformance to corporate policies and regulatory standards as well as NWMO internal governance.
- Perform other duties as required.
Qualifications and Experience
The ideal candidate will have the following skills and experience; however, those with lesser experience should not hesitate to apply.
- University degree in Engineering or Science or a relevant discipline.
- Minimum of 6-8 years' relevant experience
- Demonstrated experience authoring, leading the development and reviewing technical documents for regulatory submission
- Experience with Canadian Standards Association, Nuclear Standards and International Atomic Energy Agency.
- Demonstrated ability to understand the Impact Assessment Act
- A strong understanding of the Canadian nuclear regulatory regime, the Nuclear Safety and Control Act and the associated Regulations.
- Strong analytical and deductive skills.
- Strong judgment.
- Ability to work independently.
- Sound decision-making skills.
- Strong strategic planning and project management skills.
- Outstanding communication and interpersonal skills and ability to work cross-functionally in various technical teams
Preferred
The following skills and experience are considered assets:
- Bilingualism (French and English, both spoken and written) is an asset.
- Experience with the technical and regulatory basis for radioactive waste disposal
- Experience with other permits and approvals in Ontario, including environmental and social impact assessments.
- CNSC nuclear licencing (Licence to Prepare Site, Construct, Operate and Decommissioning) experience is an asset.
Other Information
Must be eligible to work in Canada and must be able to meet security clearance requirements.
NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal) and 2 days working from home.
