POSITION

EDUCATION LIAISON

The Education Liaison program supports the diverse educational needs of children and youth involved with child welfare services at the Children's Aid Society of Toronto (CAST). The program works to remove educational barriers, provide culturally responsive supports, and strengthen collaboration among societies, schools, First Nations education authorities, and community partners.

This position is funded by the Ministry of Children, Community and Social Services (MCCSS), whose mandate includes improving social and economic outcomes for children, youth, and families across Ontario.

Summary

The Education Liaison connects eligible children and youth to educational supports within school boards and community settings. This role enhances learning outcomes, supports smooth school transitions, and ensures that services reflect the strengths, needs, and cultural identities of the young people served. The Education Liaison also works in alignment with the provincial Joint Protocol for Student Achievement (JPSA).

MAJOR RESPONSIBILITIES

Act as a navigator and advocate, for students in CAST care or receiving CAST services, within the school system to access educational services and supports, to address identified gaps or barriers to success, and to help resolve issues that impact student learning.
Meet with CAST workers, care providers, schools, and students (where appropriate) to help facilitate access to existing educational supports and resources in the school system and/or community.
Build system capacity by designing and delivering information sessions and resources, presentations, and group consultations for CAST staff and care providers.
Collaboratively implement, review, and develop strategic educational initiatives to improve educational outcomes.
Collaborate with Education Liaisons of other Societies individually and through EL Network meetings.
Use strong knowledge of Ontario’s education system and education‑sector networks in service delivery to respond to the educational needs of eligible children and youth, tailoring support to their assessed needs and preferences.
Provide culturally responsive support, including to First Nations, Inuit, Métis, racialized, and Francophone youth.
Ensure services reflect the social, linguistic, and cultural diversity of the children and youth served.
Co-develop student‑centered education plans and support students in achieving academic milestones and access to varied career options.
Coordinate services with schools, school boards (including French schools and boards) and community partners.
Maintain accountability to children, youth, and their communities through responsive and collaborative practice.
Co‑chair CAST’s cross‑branch education committee.
Meet regularly with the CAST’s Program Co‑Coordinator to review program targets and outcomes.
Prepare data-based semi-annual and annual qualitative and quantitative reports for the Ministry, and annual qualitative and quantitative reports for CAST’s Service Management Team.
Maintain documentation aligned with CAST and ministry standards.
Adhere to CAST’s Health & Safety policies, Code of Ethics, Confidentiality requirements, and Anti‑Oppression/Anti‑Racism and Harassment & Discrimination policies.
Demonstrate professionalism, accountability, and compliance with agency standards in all work.
Perform additional tasks as needed to meet program and organizational goals.

QUALIFICATIONS

Education & Experience

Ontario College of Teachers (OCT) Certification, preferred.
Qualifications/experience across primary, junior, intermediate, and secondary panels, preferred.
Special Education and English qualifications/experience, preferred.
Math and Guidance qualifications/experience, an asset.
Experience or familiarity with alternative education delivery models for youth, an asset.

Knowledge & Skills

Proficiency in Microsoft Office (Word, Outlook, Excel).
Excellent assessment skills and experience developing individualized education goals with youth.
Ability to work effectively on both an individual and system-wide level
Ability to gather and analyze data for program development and implementation
Ability to establish supportive relationships with youth from diverse backgrounds.
Comfort and confidence using technology.
Strong teamwork and collaboration skills across multidisciplinary teams.
Bilingual in English and French, an asset.
