Position Summary:
The Child Care Manager is responsible for the oversight of smooth and efficient operation of the Hiawatha First Nation (HFN) Child Care Centre. The Child Care Manager must build and maintain positive relationships with Child Care Centre staff, other HFN staff, and all families and their children. The Child Care Manager is responsible for the administrative duties related to the operation of the Child Care Centre, which includes budgeting, human resources, compliance, and other management responsibilities. The Child Care Manager is responsible for maintaining a positive, safe, and healthy atmosphere throughout the centre. The incumbent must follow the strategic plans of the organization, adhering to the HFN vision and values.
Reporting:
This position will report to the Director of Health and Social Services. This position will have the Child Care Supervisor, Early Childhood Educators, Assistant Child Care Workers, Dietary Planner/Custodian, Language Teacher and other supply staff, contract and summer students reporting to them.
Main Responsibilities:
- Perform administration duties by:
- Oversight and monitoring to ensure that HFN is up-to-date and complies with the Child Care and Early Years Act, 2014.
- Create and seek approval from Chief and Council, for policies and procedures required by the Ministry of Education.
- Oversee, prepare, revise budgets and monitor expenditures.
- Prepare all reports for various funders.
- Monitor invoices and manages payments and outstanding fees.
- Research, submit and monitor funding applications for enhancement and ongoing maintenance of the Centre.
- Create, maintain, organize and ensure family files are kept current.
- Create invoices, manages payments and outstanding fees, and maintain confidentiality.
- Monitor and ensure valid up-to-date records for each Child Care Centre staff (Immunizations, VSC’s, First Aid/CPR, etc.), ensuring staff renew any required certifications or licenses on time.
- Monitor, review, and approve staff absence requests and paid time off in the absence of the Supervisor.
- Ensure that all equipment, furniture, toys, and other items are safe and in working order.
- Monitor, evaluate all programs and prepare required reports, including the submission of Serious Occurrence Reports when necessary.
2.0. Program Development, Planning and Implementation:
- Develop, plan, and manage all program requirements.
- Responsible for ensuring the meal planning follows Canada’s Food Guide as well as Ministry of Education's nutrition requirements; ensuring posting planned menus in a place visible for parent’s.
- Develop plans for individual children and ensure consultation with parents. I.e. Medical needs, allergies, or special requirements.
- Keeping current and comply with all licensing requirements and continually being aware of changes within the Ministry of Education as well as the College of ECE’s.
- Work cooperatively and as a team member by:
- Perform daily rounds and check-ins to ensure compliance.
- Managing Child Care Centre Staff; always ensuring compliance with ratios.
- Oversee Child Care Centre staff meetings on a regular monthly basis.
- Oversees on-the-job training, including orientation to staff members and seek out professional development opportunities for staff, in conjunction with Supervisor.
- Engage in regular and effective communication with the Director of Health and Social Services as well as all Child Care Centre Staff.
- Provide guidance and regular feedback to staff and conduct formal performance evaluation meetings with staff annually, in collaboration with Supervisor.
- Network with nearby Child Care Centre's as well as other First Nations to stay informed on trends and changes.
- Liaise with the community and external agencies to ensure programs align with Ministry of Education Child Care Licensing standards as well as community needs.
- Ensure all near misses, incidents, unusual occurrences and errors are investigated promptly and reported to the Director of Health and Social Services and Human Resources.
- Collaborate with Human Resources in the hiring process of all Child Care Centre staff.
- Represent the HFN Child Care Centre on internal and/or external committees as required.
- Ensuring the commitment of providing a high level of public service in a way that is founded by and supports cultural teachings, including the values of the 7 Grandfather Teachings.
- Ensuring the Integration of First Nation culture, language, traditions, and land-based learning into program planning and delivery.
- Be a member of the RECE Native Supervisors networking and the Peterborough and County RECE Supervisor Networking- to keep abreast of the changes in community and maintain a clear understanding of any areas the ministry is focusing on.
5.0 Other duties as assigned
Requirements:
- Post-Secondary Diploma in Early Childhood Education or another relevant diploma is required
- Registered with the College of Early Childhood Educators is required
- Minimum three years’ experience in Child Care in a manager or supervisor role; or
- A combination of education, training or work experience which Hiawatha deems to be equivalent
- Experience in a First Nations setting preferred
- Must provide a clear CPIC and VSC (documentation will be required if successful applicant)
- Must have up to date immunization (proof will be required if successful applicant)
- First Aid and CPR (and must be willing to take the training if hired)
- Valid Driver’s License is required and access to a vehicle is preferred
- Managerial and administrative experience
- Valid Food Handlers Certificate is preferred
Knowledge, Skills and Abilities:
- Experience with computer programs (i.e. Microsoft Office, email and internet)
- Current and thorough knowledge of the Child Care Early Years Act
- Knowledge with using an environmental rating tool
- Passionate about working with children
- Ability to work as an individual and as part of a team
- Well developed interpersonal, public relations and relationship building skills
- Excellent organizational, time and file management skills
- Ability to maintain strict confidentiality
- Understanding of Duty to Report requirements
- Knowledge of legislation and government agencies is required
