JOB SUMMARY:
The Building and Licensing Clerk provides clerical and administrative support for the intake, processing and records management of building permit and business licence applications. The position receives and organizes applications along with associated payments, correspondence, and file documentation. It supports the progression of files through each stage of the municipal workflow — from initial review and inspection through to issuance, renewal and closure. This role serves as a primary point of contact for applicants, staff and the public, providing clear procedural guidance and ensuring consistent application of municipal bylaws, policies and administrative processes. The incumbent is expected to work collaboratively with other staff to meet departmental administrative needs and maintain professional knowledge and technical competencies relevant to the position. Performs related duties as assigned.
REQUIRED QUALIFICATIONS:
Education and Training:
High School (Grade 12). Post-secondary coursework or certificate training in office administration, local government administration, records management, building technology or business administration. Keyboarding proficiency of at least 55 words per minute with a minimum accuracy of 95%.
Experience: Six (6) months experience in development services in the local government or building sector.
Knowledge, Skills and Abilities:
Knowledge of office administration, records management and public service practices relevant to building permit and business licence processes. Demonstrated commitment to customer service excellence and the ability to provide courteous and professional public service while explaining procedural information within established guidelines. Strong organization and time management skills with the ability to coordinate multiple files, timelines and competing priorities while maintaining procedural accuracy. Considerable skill in entering, verifying, retrieving and maintaining accurate records and data with attention to detail and reliability. Knowledge of municipal bylaws, policies and administrative processes related to the assigned work. Ability to work within, and contribute to, a collaborative team environment. Ability to use sound judgment when handling routine enquiries, identify incomplete information and recognize when matters require referral or escalation. Ability to learn and use departmental systems, office applications and records tools required to support file progression and documentation. Ability to maintain confidentiality and handle sensitive information with discretion and professionalism. Ability to approach work and relationships in a culturally sensitive and inclusive manner. Knowledge of occupational hazards, safe work practices, and health and safety regulations related to the work.
PAY RATE:
This is a union position with the current pay rate of $35.65 per hour as outlined in the Canadian Union of Public Employees Local 798 Collective Agreement.
HOURS OF WORK:
8:30 am – 4:30 pm, Monday through Friday, up to 7 hours per day, up to 35 hours per week
Please note: This position is to provide extra capacity and to cover for absences such as sick and vacation relief. It requires availability for both short-notice and pre-scheduled work.
