Clinical Director – Integrated Forensic Program (Ottawa)
The Royal is seeking a Forensic Psychiatrist candidate for the position of Clinical Director in the Integrated Forensic Program (IFP) at the Forensic Treatment Unit located at the Royal Ottawa Mental Health Centre. The IFP is a world-renowned Forensic Program.
The Royal Ottawa Health Care Group (ROHCG) is a fully affiliated teaching site for the University of Ottawa and provides clinical service, teaching and research opportunities.
The Royal Ottawa Mental Health Centre is composed of a 2 site facility located in Eastern Ontario and is comprised of:
A 190-bed state-of-the-art mental health facility and one 96-bed facility (32 recovery beds and 64 long-term care beds) located in Ottawa, and;
The Brockville Mental Health Centre which is a specialized mental health facility located in Brockville, has 161 inpatient beds (61 Forensic Treatment Unit, 100 Secure Treatment Unit) and 183 beds in the community (Homes for Special Care);
Two satellite facilities, one in Arnprior and one in Kingston for the Operational Stress Injuries (OSI) Program. These facilities provide care for clients of Veteran Affairs Canada (VAC) and eligible members of the Canadian Forces (CF) and RCMP who have an OSI, and to their families.
The Clinical Director (CD) will implement the Royal Ottawa Health Care Group’s mission and mandate of service, education and research; each ROHCG Program will be headed by a Clinical Director and a Director of Patient Care Services.The CD of the Integrated Forensic Program (Ottawa) provides clinical leadership through effective collaboration and communication to ensure the optimum functioning of the clinical program and teams under his/her responsibility in the best interests of quality care, education and research.
The Clinical Director, IFP-Ottawa, will report to the Associate Chief (Ottawa). This is a 0.3 FTE position, remunerated with an administrative stipend.
With the Director of Patient care Services, plan Program/Service directions based on the ROHCG Mission and Mandate, and outcomes of Program evaluation.
Attend regularly scheduled ROHCG management meetings
Foster and participate in relevant partnerships throughout the Region in collaboration with the Associate Chief (Ottawa).
Ensure that clinical care is determined by:
Clinical Practice Guidelines
Outcome and Service Evaluations
Budget Planning / Allocation & Control
Actively participate in resource allocation decisions in the Program through the annual budget planning process.
With the Director of Patient Care Services, ensure a mechanism is in place to regularly monitor resource allocation and utilization and jointly determine corrective action, when required.
Medical Human Resources
Develop and assess the program’s medical service requirements for input into the hospital’s overall medical human resource plan.
Monitor medical staff clinical performance and provide feedback as necessary.
Complete annual performance reviews on each physician in the Program.
Assist the Associate Chief (Ottawa) and Psychiatrist-in-Chief/Chief of Staff with physician recruitment to meet the medical staffing plan.
Clinical Care Issues and Performance Appraisal
With the Director of Patient Care services, ensure a mechanism to monitor clinical care delivered in Program.
Provide program Clinical leadership and develop clinical programming.
Participate in identifying the priorities for clinical staff development.
Support the Director of Patient Care Services as appropriate to prepare up to date job descriptions for all staff.
Support the Director of Patient Care services as appropriate to ensure the regular monitoring of clinical competence performance for all staff.
Coordinate clinical and research activities within the Program in collaboration with IMHR and Research Unit Directors.
With the Director of Patient Care Services, determine staffing requirements, based on program objectives and approved budget, including appropriate staff mix.
With the Director of Patient Care Services, be responsible for hiring appropriate staff.
Disciplinary Action/Clinical Disputes/Investigations into Critical Incidences
With the Director of Patient care services, ensure that a process is in place for disciplinary action as necessary.
Provide a process for resolution of clinical disputes.
Be part of the reporting and investigation process for critical incidents.
Follow up on physician complaints and ensure appropriate action and resolution.
Other duties as assigned by Associate Chief (Ottawa).
