NEM Liaison
Location: Halifax, NS
Work model: Hybrid — 3 days in office, 2 days remote (Monday in office ideally)
Schedule: Core hours 8:00 AM – 4:00 PM local time (flexible)
On-call: Rotational 24/7 on-call basis; work phone provided

Position Summary
Embedded within the Fleet Engineering Readiness (FER) section of the Royal Canadian Navy, the Naval Engineering Maintenance (NEM) Liaison serves as the primary Point of Contact (POC) between relevant coastal organizations for the iterative development of Arctic and Offshore Patrol Vessel (AOPV) and Joint Support Ship (JSS) Fleet Service Schedules.
Essential Functions / Key Areas of Responsibility
- Act as the main Point of Contact (POC) for FER, ensuring all deficiencies reported by ship staff are valid and assigned appropriate repair priorities.
- Coordinate FER priorities and manage workflow between FER and related activities.
- Be available on a rotational, 24/7 on-call basis (unless formally delegated) to respond to urgent requests from FER, MEPM(NC), and FMF.
- Resolve day-to-day issues arising from FER on all ships.
- Coordinate High Priority Requests (HPRs) and TRANREQs, facilitating communication to and from the ship.
- Report the status of Operational Deficiencies (OPDEF) as received from FER.
- Manage, track, and report on OPDEF rectification plans.
- Coordinate Material State Disclosure Conferences (MSDCs) Caveat A/B status for responsible items.
- Arrange and facilitate progress meetings with FER as required.
- Represent us in the development of Formation and Fleet Operational schedules (AOPVs and JSSs), ensuring balanced repair and maintenance efforts across the fleet.
- Schedule and attend regular meetings with AJISS stakeholders to review ship schedules, including Short Work Periods and Docking Work Periods.
- Communicate all operational requirements and schedule changes from FER to appropriate stakeholders.
- Track and report metrics used to inform KPIs related to Service Delivery, and participate in the refinement of KPI definitions as needed.
- Represent us as a member of the AJISS Assignment Team (AAT), attending regular AAT meetings to confirm work assigned to us.
- Liaise with other AAT members outside of scheduled meetings to facilitate timely decision-making for urgent defects.
- Prepare slides and attend the weekly NEM brief on the coast, representing us.
- Attend project meetings and provide ship status updates as required.
- Participate in recurring Financial Review Meetings internally and with customers.
- Coordinate with other coastal NEM Liaisons to manage the Fleet Scheduling B2B process for AJISS.
- Promote a culture of teamwork and collaboration across all levels of the customer organization, leveraging the Relational Contracting (RC) model and the RC AJISS Enterprise Charter.
- Identify and address areas of concern within projects, driving improvements through liaison with internal and external stakeholders.
- Update documentation, procedures, and templates for AJISS as requested.
- Foster a spirit of teamwork and unity within the department, supporting effective collaboration, cohesion, and success.
- Perform other project duties as assigned and prepare regular reports as required.

- Comply with all relevant health, safety, and environmental (HS&E) legislative requirements, policies, procedures, and frameworks to prevent or minimize accidental exposure to self, colleagues, contractors, visitors, and/or the environment.
- Participate in the development and implementation of the Waterfront Safety Plan as required.
- Promote our HS&E programs by demonstrating HS&E leadership in a professional and supportive manner.
Minimum Requirements
- A minimum 3-year technical program diploma in a marine technical field from a recognized technical institute; OR certification as a technologist by a recognized provincial, state, or federal (national) licensing body in a relevant field; OR certification to the QL-6B level of military technical training.
- A minimum of 5 years of demonstrated technical professional work experience in the marine sector within the last 10 years.
- Strong interpersonal skills and demonstrated experience interfacing between various internal/external stakeholders.
- Strong organizational skills and the ability to balance multiple priorities.
Preferred Qualifications
- Thorough knowledge of RCN deficiency reporting methodologies and experience with the evaluation and prioritization of defect repairs.
- 2 years' demonstrated experience within the last 5 years liaising with Coastal Authorities (Fleet Engineering Readiness — FER) and Coastal Fleet Maintenance Facilities (FMFs) for the scheduling and execution of work and trials during DWPs and/or SWPs.
- Experience with the Defense Resource Management Information System (DRMIS) is advantageous.
- Experience working within a defense environment with active defense force personnel.
- Strong computer literacy, with proven experience in Microsoft products — especially Word, Excel, and PowerPoint.
- Strong understanding of Federal and Provincial safety regulations.
Work Environment & Physical Demands
- Predominantly office based, but will also be required to work onboard naval vessels.
- Required to undertake inspections, including confined space entry, on naval ships involving bending and twisting.
- Tasks may also require working at heights.
Notes for Supplier Candidates
This role acts as the main coordinator and first point of contact for deployment, repair, and/or maintenance issues on Royal Canadian Navy ships — the primary link between us and the Navy.
- Must have: Navy experience. Candidates should have previous experience or interaction with at least one of: Fleet Engineering Readiness (FER), Coastal Fleet Maintenance Facilities (FMF), or the Fleet Technical Authority (FTA).
- Availability: Willing and able to work overtime and support the business on a 24/7 on-call basis (work phone provided). On-call for critical issues, project updates, and deployment updates is essential.
- Key skills: Outstanding communication skills — Navy communication experience is a must; excellent organizational skills; ability to coordinate and follow up effectively with relevant teams.
- Work environment: A high-pressure, demanding position due to the operational tempo and requirements of the Navy. The ability to respond quickly and effectively is crucial.
