POSITION SUMMARY:
Reporting to the General Manager, and working collaboratively across the business, the Manager, Project Controls will be responsible for providing strategic and tactical direction to all Project Control resources assigned to the execution scopes of the project. The candidate must demonstrate solid field based technical competency, both internal and client facing, and a high level of skill to analyze and solve complex problems as they support project management and project controls including functions such as planning and scheduling, budgeting, change and management, expenditure tracking, project progress, development and deployment of Earned Value methodology, and cost and revenue forecasting (both internal and client facing) for all of the active projects in the MasTec Canada’s diverse portfolio. Your primary function is to support field execution of projects on time and on budget.
Preference will be given to those candidates living in and around Calgary, AB.
ESSENTIAL JOB FUNCTIONS:
- Provide strategic and tactical direction to all Project Control resources assigned to the execution scopes of the projects including but not limited to planning, scheduling, progress monitoring, cost/schedule forecasting, change management and reporting
- Steward project execution according to agreed schedule with proper monitoring of weekly progress and productivity reporting internally and externally
- Steward and lead cost performance according to the approved budgets and incorporating changes and trends into cost forecast eliminating cost over expenditure and/or surprises
- Provide support and leadership for project controls automation and efficient utilization of resources
- Summarize and report of project financial metrics to the customers, engineering and project management teams and make suggestions for improvement
- Provide data analysis and risk assessment information to the project teams and to management (i.e. performance relative to budget, productivity levels, etc.)
- Possesses proven knowledge of scope control and change management
- Oversees the production and maintenance of accurate project schedules. Expert understanding of schedule resource loading and leveling
- Monitor and control project compliance in respect to contractual or master service agreement obligations
- Working knowledge of contracts and the impact/implementation of standard cost control policies and procedures (business knowledge, not technical legal knowledge, etc.)
- Coordinate activities with other functions (e.g., Finance, Project Management, Supply Chain Management, Operations, etc.)
- Review and provide feedback to schedule/inter-dependencies/durations based on project construction/readiness activities
- Work collaboratively with Project Services peers to identify schedule and cost risks/challenges and assist with mitigation strategies to maintain the project schedule.
- Review and provide feedback of schedule in comparison to overall project schedule, budget, and forecast to identify and resolve any inconsistencies
- Familiarity with cost tracking processes for various contract arrangements, including Time and Material, Unit Cost and Lump Sum contract types. Interpret contract requirements and how they are applied to the project relative to cost impacts
- Manage and calculate earned value (as applicable)
- Review and modify (where appropriate) accrual and forecasting methods.
- Ability to manage and identify project cost overruns early in the lifecycle and propose solutions to mitigate cost issues
- Communicate project status reporting to the Project Managers and Business Leaders and propose other key financial metric reports, as needed or requested
- Collaborating with Project Accounting team, provide invoice review guidance to project team and key stakeholders based on contract requirements for labor, equipment, material and subcontractors; Prepare project progress billings and client progress updates
- Update & Review change management forecast and progress updates in Viewpoint.
- Lead the continued implementation of Estimating, Plan, Progress and Control technology across all Divisions
- Upwards of 50% of your time will be spent on job sites and in the field supporting project execution
- Travelling to project sites will be required
EDUCATION AND WORK EXPERIENCE REQUIREMENTS:
- Bachelor’s Degree in Engineering or Construction Management, or similar field Project Management, Project Controls Certification or similar is considered an asset
- A minimum of 10+ years of experience in the industrial construction industry (5-10 years in supervisory and management roles), with the primary focus on project controls, planning, scheduling, cost control, change management, risk management and reporting
- Hands on field experience in the field of project controls, construction management in the energy, industrial construction or major infrastructure construction industries
- Demonstrated leadership in cost control & cost forecasting for large construction projects
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

- Advanced skills with computer applications, including Microsoft Office/Office 365 suite is required
- Extensive knowledge of Primavera P6 scheduling software is required
- Familiarity with using the InEight suite. Working knowledge of other project management, scheduling applications an asset
- Excellent communication (written and verbal), prioritizing and analytical skills
- Strong stakeholders (internal & external) engagement and reporting skills
- Proven experience with cost and schedule control systems, resource planning, procurement, and earned value management
- Fluency with unit rates, material and equipment pricing, labor pricing and other estimate components and techniques
- Well-versed in setting up cost tracking and reporting systems, including budgets, forecasts, actual costs, accruals, cash flows, change management and how they directly relate to the project cost and schedule
- Strong ability to work cross functionally in a team environment and consistently maintain a professional and respectful demeanor/attitude with internal and external stakeholders
- Proven ability to apply a fact-based approach to problem solve complex issues and find resolution
- Ability to attend to detail and work in a time-conscious and time-effective manner
