Reporting to Senior Director, Warehouse & Distribution , the Manager, Regional Distribution is responsible for providing a comprehensive suite of services associated with Logistics for an assigned area within the supply chain division of the PHSA Supply Chain. These services include Warehousing, In Hospital Replenishment (IHR), Inventory Management, Distribution Services, Transport Services, Vehicle Fleet Management and Mail Processing. Leads warehouse, inventory and IHR operational activities and resolves operational issues. Ensures the adherence and continuous improvement of warehouse and distribution operating procedures and standards. This position is responsible for the overall management and direction of staff, budget development and oversight, and implementation of operational plans. The Manager is responsible for all aspects of health and safety for their teams, including policy and procedure development, safety committee operations, safety training, risk management, hazard reporting, and incident investigations.
What you'll do
- Leads warehouse, inventory and IHR operational activities, including monitoring operational safety and workflow and allocation of resources to maximize efficiency and effectiveness; responds to and resolves daily operational issues and ensures adherence to standards such as emergency response guidelines and procedures. Identifies product and equipment storage and distribution requirements; develops and implements strategies to provide reliable and consistent supply of products and equipment throughout the region.
- Manages the flow of goods, services, and information to meet customer needs. Identifies inefficiencies and workflow issues that are counterproductive to operational goals, and in collaboration with Warehouse & Logistics Lead, ensures the continuous improvement of warehouse operations by monitoring Key Performance Indicators and participating in established Quality Monitoring Programs; oversees International Organization for Standardization (ISO) activities, including ISO preparedness, implementation and compliance monitoring; and plans and implements operational change.
- Ensures the execution and continuous improvement of standard warehouse and distribution operating procedures such as receiving of goods, cross docking, inventory allocation, Canadian Standards Association (CSA) standards for warehousing of medical/ surgical goods, replenishment system, transport vehicle fleet management, traffic management, data interchange systems, demand management, electronic data systems administration and related functions.
- Leads the implementation of all major warehousing and logistics related projects; forms and leads project teams to ensure the successful implementation of all projects; provides progress reports on all projects; identifies barriers to the successful delivery of projects and recommends corrective measures
- Develops, plans and implements operating and capital budgets, including budget preparation; authorization, control and reporting of expenditures; and ensuring the efficient utilization of financial resources. Pursues operating cost reduction initiatives and manages operating expenses in line with budgets.
- Provides leadership to all staff and motivates them towards the attainment of department and organizational goals, including coaching and mentoring of direct reports. Develops and refines the organizational structure to reflect operational needs. Manages and assesses the performance of staff using PHSA’s performance and development review tools.
- Manages the recruitment and professional development of employees within the department through the formal assessment of training needs and the development of training plans. Responsible to oversee, and as required, participate in the management of human resource matters for the department.
- Promotes quality and safety by identifying risks and hazards, safety issues, and opportunities for improvement, including policy and procedure development, risk management, hazard reporting, incident investigations, safety training, and safety committee operations.
What you bring
- A level of education, training, and experience equivalent to a Bachelor of Business Administration or related field
- Five (5) years recent related experience in Logistics, Fleet Management or Warehousing with a minimum of two (2) years of experience in a supervisory capacity in a large organization operating in a large geographic area.
- Knowledge of supply chain business principles and practices and business process and quality improvement methodologies.
- Ability to manage clinical customers and stakeholder relationships.
- Ability to effectively engage vendors, external supply chain service providers, consultants and other North American Supply Chain Management groups.
- Highly developed communication skills, verbal and written, with the proven ability to resolve conflict effectively, negotiate desired outcomes, and problem solve.
- Excellent interpersonal skills and the ability to work effectively with all levels of staff.
- Ability to exercise judgment on working within or outside of established processes and procedures. Ability to analyze operational problems and recommend innovative solutions.
- Ability to work under pressure and multi-task without direct supervision.
- Demonstrated administrative, organizational and work planning skills.
