WORK MODEL: The successful contractor(s) will be able to work remotely (location of work is remote), but should be able to travel to the province of New Brunswick at least once a month throughout the project duration, if required. All work must be performed from within Canada in accordance with network and data security policies. Applicants must be legally authorized to work in Canada (e.g., Canadian citizen or permanent resident). Standard hours are 8:15 AM to 4:30 PM Atlantic Time, Monday to Friday, excluding observed holidays. Regardless of location, the contractor must adhere to these Atlantic Time business hours.

PROJECT OVERVIEW
New Brunswick is undergoing a significant transformation, transitioning from various standalone hospital information systems to a unified, standardized, and integrated Clinical Information Solution (CIS). This transformation prioritizes the standardization of clinical practices province-wide, a crucial step toward achieving a unified provincial CIS. The focus is on identifying leading practices in patient care delivery and responsible health data management. Implementation of the CIS will modernize how care is delivered, enabling greater consistency, efficiency, and collaboration across the health system. The Target Operating Model (TOM) is the blueprint for how the CIS ecosystem will function when it is implemented and live, transitioning healthcare from site-specific records to a unified, patient-centric system, focused on standardizing care delivery, data accessibility, and operational efficiency across New Brunswick.
Tri-global is seeking the services of a Business Analyst 3 (BA3) Target Operating Model Specialist to assist with the development of the target operating model for the provincial CIS.
DESCRIPTION OF SERVICES
We require a Business Analyst– Target Operating Model Specialist (BA-TOMS) to support the CIS Program (Symbio Program).
The BA-TOMS is a strategic role focused on designing and validating a multi-entity Operating Model to transform healthcare delivery by consolidating and standardizing digital health systems across New Brunswick. The BA-TOMS will support the translation of the vision what the Symbio Program will do, to how New Brunswick will sustain a provincial-wide CIS, overseeing the lifecycle of clinical, technical, business and operational capabilities across shared services (SNB) and regional health authorities (Vitalité Health Network and Horizon Health Network).
The BA-TOMS will be required to work closely with other Symbio team members, subject matter experts (SMEs), clinical, technology, and health administrative stakeholders, as well as third parties as required, in conducting assessments, developing frameworks, analyzing capabilities, creating models and options, and compiling stakeholder input and decisions. This role serves as an enabler to support the future state of the CIS ecosystem.
With the guidance of the Business Stream Lead and the Target Operating Model Lead the BA-TOMS will be responsible for collaborating with stakeholders to:
- Support the end-to-end development of the Symbio Capability Model, define the 12 core domains, and establish the Target Maturity required for provincial sustainability
- Facilitate workshops with provincial leadership (RHAs, DoH, SNB) and Symbio program stakeholders to achieve consensus on guiding principles, design guardrails, and decision rights
- Support design of functional distribution of roles, responsibilities, and cross-entity interfaces to ensure clinical support and technical enablement are balanced across a multi-entity structure
- Support the Options Analysis for service delivery (in-house vs. shared services vs. hybrid vs. other variations) to ensure the final recommendation is supported by a robust Business Case.
The chosen individual’s work will be comprised of a mixture of steady state and project-based efforts.
Some after hours and weekend work may be required for the successful candidate, however, any overtime or work during non-business hours must be approved in advance.
MANDATORY REQUIREMENTS
– University degree in Business Administration, Health Informatics, Information Technology, or a related discipline, or an equivalent combination of relevant education and demonstrated professional experience in healthcare or information systems. (Yes or No)
– Canadian healthcare experience with a proven track record of navigating and managing multi-organizational partnership needs (e.g., shared services, shared CIS, hospital amalgamations, etc.) to enable large-scale transformative healthcare/ digital health initiatives within a provincial, regional, or health network environment. (10 years+)
– Consulting experience in strategic planning, business planning, and/or operating model development for complex digital health initiatives, engaging with senior-level executives and interprofessional teams from hospitals, regional health authorities, or government entities, to align on and deliver large-scale transformative projects/programs. (15 years+)
– Government and health system management and planning experience, providing strategic leadership, expertise, and project/program management to design, implement, and evaluate policies, clinical programs, operations/administrative, and/or IT infrastructure aimed at creating a cost-effective, high-quality, and sustainable healthcare/digital health system. (10 years+)

SCORED REQUIREMENTS
– Demonstrated expertise facilitating multi-entity discussions and workshops for large-scale healthcare/digital health initiatives, aligning stakeholder goals with business objectives, and obtaining buy-in and consensus on sensitive subject matters (e.g., hospital amalgamations, shared services, systemic change management). (10 years+)
– Demonstrated experience working with, or implementing Clinical Information Systems or other IT/digital health projects in Canada, in collaboration with diverse stakeholders such as executives, clinicians, IT, privacy and security, etc. (8 years+)
– Demonstrated experience supporting healthcare operating model development to enable cost-effective, high-quality, and sustainable programs (e.g., current state assessments, define future target state, governance, organizational structure, clinical training and enablement, technology enablement, standard operating procedures, etc.) in a matrixed environment. (5 years+)
– Demonstrate project/program leadership, managing concurrent workstreams of large-scale healthcare/digital health initiatives in a matrixed environment, from initiation to execution to close out, monitoring dependencies and progress against plans, preparing targeted communications for diverse audiences (e.g., executive-level status updates, briefing notes), managing risks and resources, documenting decisions and discussions, and aligning stakeholder needs with business objectives. (10 years+)
– Exceptional verbal and written communication skills (e.g., polished PowerPoint presentation materials, briefings) to convey and facilitate complex and sensitive subject matters to foster collaboration, obtain buy-in and consensus, and influence change to enable healthcare transformation with senior level stakeholders (e.g. ADMs, C-suite and Board members). Additional points will be awarded if Candidate is fluently bilingual. (10 years+)
DELIVERABLES
The successful candidate is expected to be hands-on and support the pen-to-paper efforts on developing program artefacts and deliverables. The successful candidate must deliver the following to successfully complete the engagement:
- Approach and Framework for the Development of the FOM: top-down, bottom-up approach to ensure alignment of strategic objectives and operational feasibility/realities, articulating scope of work, key stakeholders, high-level roadmap and phases of work, risks, etc.
- Integrated Project Plan and Governance Framework: a consolidated plan covering timelines, milestones, dependencies, risks, and decision pathways across all workstreams and phases of the Operating Model development
- Stakeholder Engagement and Workshop Management Plan: structured facilitation plans, agendas, materials, and outputs for workshops, governance reviews, and validation sessions across provincial entities
- Capability Model (Blueprint) Development: Identify all the necessary capabilities required for a robust operating model that clearly defines every single essential capability and the corresponding artefacts that need to be developed (e.g. TORs, business process maps, SOPs, SLAs, frameworks, etc.)
- Artefact Development: Lead a focused team as well as other program stakeholders to develop all the necessary artefacts to support the operationalization of the target operating model. Work will need to be assigned to owners across the program, supported and tracked to ensure completion.
- Consolidate Deliverables for Phases of Work: Provide oversight/leadership to the development of all major deliverables, including but not limited to Future State Vision Report, Capability Model, Target Operating Model, Role and Resourcing Framework, Transition Roadmap, and Service Delivery Model Options Analysis.
- Program Reporting and Executive Communications: regular status reports, risk/issues logs, decision records, and executive briefing materials for Symbio governance.
