Reporting to the Manager, Payroll Customer Service, the Coordinator, Payroll Customer Service is responsible for the administration and coordination of daily work activities for Payroll operations. The Coordinator manages Payroll Clerks and ensures that all processes are executed appropriately and in a timely manner and accurately. The Coordinator is primarily responsible for the hiring, training, coaching/mentoring and performance management of the team. The Coordinator oversees payroll processing in accordance with applicable legislations and several collective agreements which cover multiple unions and excluded terms and conditions.

What you’ll do:
Ensure the accuracy of bi-weekly payrolls, benefits, deductions, assessments and allowances payable. Investigate and report errors for correction and ensure system documentation is kept up-to-date and in compliance with governmental requirements.
Check and review payroll reports to ensure accurate output on a bi-weekly basis. Assist in responding to payroll inquiries from clients and team members.
Responsible for applicable legislative reporting and overall compliance.
Hire, onboard and promote continuous learning for staff; foster the conditions for team effectiveness and promote overall team efficiency and accuracy of output and positive customer service.
Accountable for on-going management of effective client service relationship in area of responsibility and acts as main point of contact.
Manage the day-to-day activities of the assigned areas by determining priorities, coordinating and scheduling work based on department priorities; develop processes and methods for project implementation resulting from strategic initiatives and ensure that initiatives are carried out in accordance with the goals, policies and vision of the Provincial Health Services Authority (PHSA).
Develop short and long range goals and objectives for the assigned areas, in collaboration with the Manager;
Develop, modify, implement and administer standards and procedures to ensure that Payroll practices are compliant with all applicable legislation, union collective agreements, in accordance with PHSA’s policies; evaluates and implements changes to improve services, simplify workflow and improve integration with the other payroll teams; develop procedure manuals in collaboration with broader payroll team, for use both within and outside the department to ensure standard practices across PHSA and the services provided to clients.
Develop quality programs for managers and timekeepers to ensure compliance with legislation, collective agreements and audit requirements for payment of wages; develop training, teaching plans, and information sessions aimed at Managers and timekeepers for the purpose of timekeeping and reports interpretation.
Develop and implement system audits to ensure compliance with legislation, collective agreements and audit requirements to prevent overpayment of wages and benefits that would result in an employer liability.
Develop and implement benefit reconciliation procedures to ensure accurate coverage for employees, prevent over-coverage, and ensure that payments are processed correctly and timely, in compliance with the government policies and collective agreement requirements.
Maintain the in-house computerized HR/Payroll system or assigned portions of the system to ensure that the onboarding and off-boarding life events and payment of wages comply with provincial and federal government legislation, union collective agreements, in accordance with PHSA’s policies.
Ensure the quality of service for the assigned areas and maintain related Quality Assurance Programs.

What you bring:
A level of education, training, and experience equivalent to a Bachelor’s Degree in Business Administration, Finance, HR, or related discipline and five (5) to seven (7) years of payroll or HR experience in a large complex multi-union environment, including one (1) year supervisory experience, or an equivalent combination of education, training and experience.
Demonstrated knowledge of current provincial and federal payroll standards, regulations and/or legislation.
Excellent analytical and problem solving skills.
Ability to supervise and provide work direction to others.
Strong interpersonal skills and demonstrated tact and diplomacy.
Ability to work effectively under pressure and with changing priorities and deadlines.
Ability to work effectively independently and as a member of a team.
Ability to train/teach users effectively.
Advanced ability to use Microsoft Access, Microsoft Excel, Microsoft Word, Crystal Reporting, NPR Report Writer and to program using Visual Basic.
Ability to operate related equipment.
Physical ability to perform the duties of the position.
