Change Management Consultant Level 3
Location: Ottawa, ON (Onsite)
Duration: 1-year contract + 2 optional 1-year extensions (up to 3 years total)

Background
Kyndryl Canada is seeking a
senior Change Management Consultant (Level 3) to support large-scale, enterprise digital transformation initiatives within a public sector environment. The consultant will play a key role in designing and executing change strategies, driving adoption, and embedding sustainable organizational capabilities.
Key Responsibilities
- Lead end-to-end change management for complex digital transformation initiatives
- Design and implement change frameworks, governance models, and operating structures
- Develop communications, stakeholder engagement, and risk mitigation strategies
- Conduct change readiness assessments and translate findings into action plans
- Support training development and capability-building initiatives
- Integrate change activities into project lifecycle and PMO structures
- Drive user adoption, performance monitoring, and continuous improvement
- Collaborate in agile/iterative delivery environments
Mandatory Requirements
Experience
- Minimum 10 years of Change Management consulting experience (within last 15 years)
- Experience leading enterprise-level digital transformation initiatives meeting:
- Multi-program scope with external stakeholders
- Minimum 5,000 users
- Minimum $50M+ investment
- Duration exceeding 18 months
- Proven experience integrating change management within:
- Project governance
- PMO/project delivery processes
- Documentation and reporting
- Implementation and go-live support
- Experience in agile or iterative delivery environments
- Experience designing and delivering training / capability-building programs
Security
- Valid Enhanced Reliability clearance
Rated / Preferred Qualifications Strong candidates will have:
Certifications
- Project Management Professional (PMP)
- Lean Six Sigma Master Black Belt
- Certified ScrumMaster (CSM) or Professional Scrum Master (PSM)
- Certified Training and Development Professional (CTDP) (highly preferred)
- Certified Change Management Professional (CCMP) (preferred)
Experience
- Minimum 24 months in Canadian Public Service sector
- Demonstrated experience in emerging technology change initiatives, including:
- AI / machine learning tools
- Automation
- Advanced analytics
Language
- French proficiency is an asset (especially for stakeholder engagement and training delivery)
Ideal Candidate Profile
- Senior, hands-on change leader comfortable in large, complex environments
- Strong mix of strategic design + execution capability
- Experience working closely with PMOs, executives, and cross-functional teams
- Skilled in stakeholder engagement, communications, and training delivery
- Able to navigate government or highly regulated environments
