Job Description

Position Duties:
Reporting to the Foreperson, or Supervisor on duty, This skilled position is responsible for leading a team of part time staff in performing their duties within the City’s parks and open spaces in a specificed expertise. Ensure that parks, open space, and outdoor amenities are safe, clean, accessible and enjoyable for all patrons. Ensure the safe use and operation of small and large equipment and vehicles at all times by staff and yourself. (See attached list of specific skills required)

Leads a team of part time staff by assigning, guiding and participating in necessary maintenance duties and ensures the safe use and operation of small and large equipment and vehicles by staff at all times
Assigns and assists with duties related to turf maintenance – fertilizing, mowing, trimming, seeding, watering, weeding, leaf removal and turf removal, and other duties as required
Assigns and assists with litter pick up and washroom cleaning in any park/facility maintained by the City
Assigns and assists with duties related to Gardening – soil management, prepare and plant flowerbeds., mulching
Assigns and assists with work related to Pruning - fertilizing, preparing, planting and staking of trees and shrubs and use of associated equipment/related tools; and other duties as required.
Assigns and assists with changing garbage barrels throughout the parks and picks up glass in various areas as required
Ensures users’ needs are met for lining/grooming of sports field surfaces using grooming equipment; and other field recreation duties as required
Assigns and assists with cleaning and maintaining park furniture and other amenities
Ensures that all sports facilities/equipment (i.e. tennis, baseball, soccer, cricket) are maintained to the expected service level
Guides the set up/take down for special events
Reviews and inspects work assigned to crews for quality assurance and completes inspections and documents as required
Accurately maintains daily, written records for the purpose of tracking, reporting and documenting maintenance activities
Ensures work is performed efficiently and safely in accordance with approved City maintenance standards/specifications, policies and procedures and other legislative requirements (e.g.: OSHA Health and Safety Act, Traffic Control, etc.)
Ensures safe and responsible operation of all City vehicles and equipment
Represents the Corporation in a professional, courteous and respectful manner in all dealings with the public
Performs general maintenance/assembling including repairing benches, tennis courts, backstops, painting, fencing, cleaning watercourses, litter pick-up, sign repair, installing goal posts, building curbstones, home v & plates
Performs routine maintenance and service including: lubricating, cleaning and washing trucks, trailers and minor repairs to hand tools;

Minimum Qualifications:
Demonstrated effective communication skills, both oral and written;
Must be a reliable team player, able to work with and without direct supervision;
Able to work outside in varying weather conditions (heat, wet) and perform physical work;
Demonstrated leadership skills and ability to work with and without direct supervision
Excellent Customer Service and good interpersonal skills with a demonstrated ability to deal with the public courteously and efficiently
Strong communication skills-able to understand and carry out verbal and written instructions
Proficient time management skills and flexibility in adjusting between a variety of duties;

SECTION B: SPECIFIC DUTIES, QUALIFICATIONS & EQUIPMENT

Each position listed below includes all duties, qualification & equipment in the general Parks Laborer identified in Section A plus some or all of the following outlined below.

ARBORIST

SPECIFIC DUTIES:
Proven ability to safely climb (testing)
Respond/action to customer concerns of a basic nature

MINIMUM QUALIFICATIONS:
Mandatory

Climb and work at heights (testing required)
Ability to use hydraulic aerial trucks
Assigns and assists with work related to pruning, fertilizing, preparing, planting and staking of trees and shrubs and use of associated equipment/related tools; and other duties as required
Tree identification and disease diagnosis (testing required)

Preferred:
U.S.A. certification – ability to work around energized conductors Safety &
D’Z’ licence

SPECIFIC EQUIPMENT:
Small Aerial truck (operator)
Large Aerial truck (ground controls)

HORTICULTURE GARDENER

SPECIFIC DUTIES:
Assist with preparation/planting and/or removal of annual and perennial beds
Assigns and assists with duties related to Gardening – soil management, prepare and plant flowerbeds
Respond/action customer concerns of a basic nature

MINIMUM QUALIFICATIONS:
Mandatory

Program up to one year in Horticulture
2 years working within the horticulture field
Knowledge of common plants, diseases and horticultural theory (testing)

SPECIFIC EQUIPMENT:
Water trucks
Aquacade machine (training provided)

LANDSCAPER CONSTRUCTION

SPECIFIC DUTIES:
Installation and repairing of various types paving, timber structures, benches, bleachers, playground equipment, fencing, drainage structures and walls
Assist with support services for various special events on a city-wide basis

MINIMUM QUALIFICATIONS:
Mandatory

Minimum 1 year (2000 hours) of experience in hard landscape construction
1 sciences or equivalent
Proficient in Microsoft Office

Preferred:
an additional program of over one year and up to two years in a landscape technician program or equivalent
D’Z’ licence
Preferred Hansen 8 experience

SPECIFIC EQUIPMENT:
Landscape construction tools & equipment
Hand held power and manual tools

MAINTENANCE HANDYPERSON

SPECIFIC DUTIES:
Performs general maintenance, minor repairs, and installations, in a large number of trades (including Plumbing, Glazing, Plasterer, Locksmith, Painter\Decorator, Restoration Mason, Cement Finishing, Roofing, Drywall Acoustic and Lathing Application, Heat & Frost Insulation Application, Electrical work, Woodworking and Flooring). Performs general maintenance with respect to indoor and outdoor assets involving basic carpentry/cabinet assembly, plumbing and irrigation, brick and interlock repairs, concrete forming and concrete work, asphalt pathway repairs, graffiti removal, playground asset repairs, etc.

MINIMUM QUALIFICATIONS:
Mandatory

Minimum 1 year (2000 hours) of experience in general handyperson maintenance
Proficient in Microsoft Office

Preferred:
an additional program of over one year and up to two years in a landscape technician program or equivalent (remove)
D’Z’ licence
Preferred Hansen 8 experience
journeyman certificate

SPECIFIC EQUIPMENT:
Hand held power and manual tools
Stationary carpentry tools & equipment

PARKS INSPECTOR

SPECIFIC DUTIES:
Conducts visual inspections of complete playground areas in accordance with CAN/CSA-Z614-07. Inspects watercourses, safety stations and storm water management ponds for proper equipment, signage and hazardous conditions. Inspects pathways/walkways, bridges for safety related repairs and vegetation encroachments. Inspects parkland/sports lighting, site furniture and equipment (i.e. backstops) for the purpose of asset management and implementation of immediate safety related repairs.

MINIMUM QUALIFICATIONS:
Mandatory

Current CAN/CSA Z614-07 Playground Practitioner Certificate
Minimum 2400 hours experience in landscape/parks/grounds maintenance
Proficient in Microsoft Office

Preferred:
Hansen 8

SPECIFIC EQUIPMENT:
Hand held power and manual tools

SMALL ENGINE MECHANIC

SPECIFIC DUTIES:
Responsible for the diagnosis, repair, rebuild, overhaul and maintenance of Parks and various inter-departmental small engine equipment.

MINIMUM QUALIFICATIONS:
Mandatory

Minimum 2400 hours of small engine repair experience
Proficient in Microsoft Office

Preferred:
Ministry of Training, Colleges and Universities for Ontario – Small Engine Mechanic Certification
Propane Handling Certification
M5 Maintenance Management System

SPECIFIC EQUIPMENT:
Various small engine equipment

PARKSKEEPER

SPECIFIC DUTIES:
Maintains city parks and operating equipment to ensure that parks are safe and well maintained (grass cutters, packer trucks, snow clearing equipment)

MINIMUM QUALIFICATIONS:
Mandatory

Skills outlined in generic position duties

Preferred:
Post-secondary education of less than one year in a Horticulture program (Humber College, University of Guelph)

SPECIFIC EQUIPMENT:
Packer truck
Grass cutters up to 10’
4 x 4 snow ploughs mounted on trucks
Toolcat
