The Information and Privacy Commissioner of Ontario is an administrative tribunal responsible for the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA) and the Child, Youth and Family Services Act (CYFSA).
The Senior Adjudication Review Officer plays a critical role in supporting the IPC's mandate to uphold Ontarians' access and privacy rights. You will work closely with adjudication leadership and adjudicators to review complex files, develop and issue Notices of Inquiry or Review, and draft high-quality Orders and Decisions. Acting as a key point of contact in complex or sensitive matters, you will help ensure that adjudication processes are fair, transparent, and consistent with administrative law principles. This is a strategic and analytical role that contributes to the integrity and effectiveness of the IPC's adjudicative function.
As a Senior Adjudication Review Officer, you will:
1. Conduct complex legal and procedural analysis to support the preparation of Notices of Inquiry/Review, and draft legally sound Orders and Decisions based on detailed case review and established jurisprudence.
2. Provide guidance to internal and external stakeholders on adjudication procedures while maintaining impartiality and procedural fairness.
3. Monitor emerging legal trends and court decisions, identify related policy implications, and recommend improvements to adjudicative workflows, templates, or practices.
4. Respond to post-adjudication inquiries, including matters relating to judicial review, ensuring clarity, accuracy, and protection of the integrity of the IPC's decisions.
- Experience in legal research, tribunal or adjudicative writing, regulatory decision-making, or a related legal environment.
- Experience drafting legal documents such as decisions, orders, opinions, or case analyses.
- Expert knowledge of Ontario's access and privacy legislation, including FIPPA, MFIPPA, PHIPA, and CYFSA Part X.
- Strong understanding of administrative law, including procedural fairness, natural justice, and judicial review.
- Familiarity with case and records management systems (e.g., CRIS).
- Strong analytical and legal reasoning skills to assess complex factual and legal issues.
- Exceptional written communication skills, with the ability to produce clear, well-reasoned and defensible legal documents.
- Strong interpersonal skills to communicate effectively with stakeholders including legal counsel, government officials, and members of the public.
- Strong organizational and prioritization abilities to manage multiple files in a confidential and fast-paced environment.
- Bachelor of Laws (LL.B.), Juris Doctor (J.D.), or equivalent legal training is an asset.
