We are an inclusive non-for-profit organization that provides exceptional support and programs to individuals with disabilities. We are seeking a hands-on Manager, Human Resources to oversee and lead a full spectrum of human resources services and programs in both a union and non-union environment.
As a member of the senior leadership team you will provide overall HR leadership to the organization; oversee the development and implementation of HR policies, programs and services, including employee relations, labour relations, employment practices, compensation and benefits, HRIS, recruitment and onboarding, training and development, performance management, legal compliance, and employee communications.
This role wears several hats: trusted advisor, coach, and a people leader to a small HR team. You will collaborate with the leadership team to develop and implement strategies that support people and organizational needs as well as the implementation of the HR operational plan. Your influence on people leaders will equip them to lead their teams to foster a highly engaged workplace.

DUTIES:
- Recommend, develop, and implement an HR plan which aligns with the organization’s objectives and ensure achievement of operating plans and budget.
- Work collaboratively with Management on the development and implementation of the labour strategy, and the collective bargaining process, and manage the grievance process on behalf of organization.
- Build and maintain a positive working relationship with union representatives.
- Ensure equal opportunity, diversity and inclusion best practices are maintained.
- Provide guidance to leaders and oversee the consistent delivery of best practice guidance, and services.
- Create and implement organizational design, professional development, process improvement and team effectiveness.
- Recommend and implement business control systems and processes to achieve people targets, performance measures, policies, reporting requirements, and procedures.
- Lead the recruitment of talent including developing job descriptions, postings, conducting interviews and liaising with hiring managers, ensuring equitable, diverse and inclusive assessment practices.
- Develop dynamic and innovative programs for onboarding, orientation, training, and retention to meet the needs of the organization.
- Oversee all staff training on an on-going basis.
- Oversee health and safety programs and processes to ensure compliance.
- Lead and oversee compensation including benefits administration oversight, payroll administration, and annual compensation reviews.
- Manage all HR policies including ongoing maintenance and continuous improvement to ensure relevance, accuracy, and compliance.
- Lead and coach HR department employees.
- Serve as a trusted advisor and collaborator with the leadership team to build, foster and model values, culture and leadership philosophy; ensure this is embedded in all actions, decision making and communications throughout the organization.
- Stay abreast of best practices in people management and monitor and analyze related legislative, demographic, social and workforce trends and emerging issues, and provide input to the Executive Director.
QUALIFICATIONS:
Education
- Bachelor’s degree in Human Resources and/or a Human Resources Diploma
- Certified Human Resources Professional designation preferred.
Experience, Knowledge, Skills, and Abilities
- Minimum 3 years of relevant demonstrated management experience in building and managing people including employee relations and collective bargaining.
- Strong business acumen and knowledge of not-for-profit best business practices.
- Proven and consistent track record of meeting human resource and organizational development goals.
- Demonstrated understanding of people management and labour relations as it relates to the healthcare sector and a unionized environment.
- Expert knowledge of employment, labour and health and safety legislation.
- Strong computer proficiency, including the Microsoft Office suite, human resources information systems, payroll systems, etc.
- A warm, dynamic, and engaging interpersonal style, with a strong ability to develop, grow and nurture professional, productive working relationships with all levels within the organization.
- Ability to identify organizational needs and to conceptualize, initiate, coordinate, and manage the implementation of solutions in response to the needs.
- Self-starter, a builder and thought leader with strong initiative, creative ideas, enthusiasm, and focus.

- Experience in a health care environment is an asset.
