Capital College is a British Columbia-based education and career training institution providing early childhood education programs to individuals and organizations.
As part of our continued growth, we are seeking an experienced Government Partnerships & Business Development Manager – Education & Training to develop government and public-sector business opportunities for our college.
This is a results-driven business development position.
The successful candidate will use their knowledge of the Canadian public sector, professional network, relationship-building skills, and business development experience to connect our school with government departments, agencies, publicly funded organizations, workforce development programs, and other institutional partners.
Our goal is simple: develop relationships that lead to government-funded students, group training opportunities, institutional partnerships, and training contracts.
The Opportunity
We are particularly interested in candidates who have previously worked with, worked for, or sold services to Canadian government organizations and who already understand how to navigate the public-sector environment.
You should be comfortable identifying the right government contacts, arranging meetings with decision-makers, introducing our training programs, identifying funding or procurement opportunities, developing proposals, and moving opportunities through the sales process.
This role is ideal for someone who already has an established professional network within government, public-sector organizations, workforce development, employment services, education, or related sectors.
Key ResponsibilitiesGovernment & Public-Sector Business Development
- Identify and develop new business opportunities with municipal, provincial, and federal government departments and agencies.
- Build relationships with government decision-makers, program managers, procurement professionals, workforce development teams, and other relevant stakeholders.
- Introduce and promote the school's education and training programs to government and public-sector organizations.
- Identify opportunities for government departments or agencies to purchase training programs directly from the school.
- Identify government-funded programs that may sponsor eligible individuals to attend our programs.
- Develop relationships with organizations that administer publicly funded employment, skills-training, and workforce development programs.
- Generate qualified referrals and enrollment opportunities through government and institutional partnerships.
Government Funding & Procurement Opportunities
- Research and identify relevant government funding programs, training initiatives, procurement opportunities, RFPs, RFQs, standing offers, and vendor opportunities.
- Identify opportunities for the school to become an approved training provider or vendor.
- Support preparation of proposals, presentations, capability statements, and responses to government opportunities.
- Track government initiatives related to education, employment, workforce development, skills training, early childhood education, and professional development.
- Maintain awareness of relevant public-sector procurement processes and funding programs.
Relationship Development
- Leverage existing professional relationships to introduce the school to relevant government and public-sector contacts.
- Proactively develop new relationships with government agencies, Crown corporations, municipalities, employment service providers, workforce development organizations, community organizations, and other institutional partners.
- Arrange meetings, presentations, and introductory discussions with prospective partners.
- Attend relevant government, business, education, workforce development, and community networking events.
- Represent the school professionally in external meetings and partnership discussions.
Sales & Revenue Development
- Build and maintain an active pipeline of government and institutional opportunities.
- Qualify opportunities based on potential enrollment, training volume, funding availability, and likelihood of conversion.
- Work with school management and admissions staff to convert partnership opportunities into enrollments and contracts.
- Follow up consistently with prospective government and institutional partners.
- Track meetings, leads, proposals, referrals, contracts, and enrollment outcomes.
- Meet mutually agreed business development and partnership targets.
What We Are Looking ForRequired Qualifications
- Demonstrated experience in business development, government relations, institutional partnerships, public-sector sales, stakeholder engagement, workforce development, or a related area.
- Strong understanding of the Canadian government and public-sector environment.
- Experience communicating with government departments, public agencies, municipalities, Crown corporations, or other publicly funded organizations.
- Proven ability to establish professional relationships and develop new business opportunities.
- Strong sales, presentation, negotiation, and relationship-management skills.
- Excellent professional English communication skills, both written and verbal.
- Ability to communicate confidently with senior decision-makers and external stakeholders.
- Strong follow-up skills and the ability to independently manage a business development pipeline.
- Must be currently based in British Columbia and available to attend in-person meetings and networking events when required.
- Must be legally authorized to work in Canada.
Strongly Preferred
Candidates with one or more of the following backgrounds will receive strong consideration:
- Previous employment within the Government of Canada, Government of British Columbia, a municipality, Crown corporation, public agency, school district, or other Canadian public-sector organization.
- An established professional network within Canadian government or public-sector organizations.
- Experience selling training, education, consulting, professional services, or other solutions to government clients.
- Experience with Canadian public-sector procurement processes.
- Experience identifying or responding to government RFPs, RFQs, tenders, standing offers, or vendor opportunities.
- Experience with government grants, workforce development funding, employment programs, or publicly funded training.
- Experience working with WorkBC service providers, employment service organizations, settlement organizations, Indigenous organizations, workforce development organizations, or community agencies.
- Experience developing corporate, government, or institutional training partnerships.
An understanding of British Columbia's childcare and early childhood education environment would be a strong asset.

You may already know people working in government, public agencies, workforce development, education, childcare, employment services, or related sectors and understand how to build new relationships within these networks.

Success will be measured by tangible business development outcomes, including:
- New government and public-sector relationships established
- Qualified meetings with government or institutional decision-makers
- Government-funded student referral channels developed
- Training opportunities identified
- Proposals and procurement opportunities generated

- Student enrollments generated through partnerships
- Revenue generated from public-sector business development activities
Compensation
Base compensation: $25+ per hour, depending on relevant experience, public-sector knowledge, professional network, and demonstrated business development track record.
In addition to hourly compensation, the successful candidate may be eligible for performance-based bonuses or commissions based on agreed business development results, including successful partnerships, training contracts, and other measurable outcomes.
This is initially a part-time position of approximately 10–20 hours per week, with the potential for expanded hours and responsibilities based on performance and business growth.
