The purpose of this document is to outline the basic role and responsibilities of the Manager,
Environment, Health and Safety for Rockpoint Gas Storage and the associated reporting
structure. It is not the intent of this document to specify all actual duties associated with the
position, but to give a general understanding of the expectations and capabilities the position

This position is located in Calgary, and requires regular travel to our facilities in Alberta and in the
USA. The Manager of EH&S will report directly to the Vice President, Engineering and Operations.

The Manager of Environment, Health and Safety (EH&S) provides safety leadership, support,
coordination and implementation of corporate objectives and is responsible for Environmental,
Health, Safety regulatory compliance of the organization in Canada (Alberta) and the USA
(California and Oklahoma).


  • Serve as the corporate EH&S champion and ensure all operations maintain continuous
compliance with all company and regulatory requirements
  • Reduce the frequency, severity, and cost of losses by implementing and maintaining an
appropriate Safety Management System
  • Lead corporation to EH&S excellence by ensuring that the health & safety of all workers is


  • Experience in a leadership or supervisory EH&S position is preferred
  • Highly functional understanding of MS Windows programs i.e. Outlook, Word, MS PowerPoint
and advanced proficiency of MS Excel
  • CRSP designation with a minimum of 10-years’ experience in a HSE role with demonstrated
team development and team building success in the oil and gas industry

  • Well versed in health, safety and environmental regulatory requirements, Canada (Alberta) and
USA (California and Oklahoma)

  • Ability to work without direct supervision, and multi-task in a multi-office/location organization
  • Excellent verbal and written communication skills
  • Ability to maintain a high level of confidentiality
  • Clear driver’s abstract
  • Ability to travel to the United States of America

  • Reports to VP, Engineering & Operations
  • Performs internal and external compliance audits, inspections for the assets under
management and assets considered for acquisition
  • Develops and issues monthly HSE Scorecard and annual HSE Report
  • Act as liaison with insurance carrier for site risk assessments
  • Attends and participates in site safety meetings
  • Government regulatory liaison, Canada (Alberta) and USA (California & Oklahoma)
  • Leads Investigations on Medical Aid’s, L.T.A., environmental releases and serious property
damage or near miss incidents
  • Interpretation of regulatory requirements regarding EH&S compliance and communicates
findings to organization
  • Manages EH&S compliance, coverage and enforcement during facility expansion projects
  • Develops, maintains and trains Rockpoint management and field operations on facility
emergency response plans and procedures
  • Develops company EH&S Guidelines, Procedures, Standards and Policies and training
  • Implements and maintains the Contractor Management system for all facilities
  • Implements and coordinates the Joint Health & Safety Committees

  • Alberta Energy Regulator (AER) Waste Generation and Tracking Audit
  • National Pollutant Release Inventory (NPRI) Report to CDN Federal Government
  • AER compliant Waste Manifest guideline and tracking system
  • Environmental site assessments, Phase 1 for green field and existing assets
  • Develop and maintain Environmental Management Plan (EMP)
  • Develop and maintain Fugitive Emissions Management Program (FEMP)

  • Chemical Hazard Assessment Management Plan (CHAMP)
  • msdsBinders® website database for all material safety data sheets for entire company
  • Office ergonomics

Regulatory Compliance

  • Alberta Energy Regulator (AER) compliant Emergency Response Plans for AECO (Countess
and Suffield) and Warwick natural gas storage operations

  • Spill planning exercises for Alberta operations
  • Annual review of Emergency Response Plans
  • Conducting ERP exercises and associated corporate and field training
  • Oklahoma Corporate Commission (OCC) and California Public Utilities Commission (CPUC)
RP-1162 compliant Public Awareness Program for Lodi Gas Storage, Salt Plains Storage
and Wild Goose Storage operations

  • Oklahoma Department of Environmental Quality (DEQ) emissions reporting
  • The successful candidate will be professional, technically proficient and an independent thinker
  • S/he must be a hands-on performer who can both prepare and critically evaluate information
and confidently make decisions; knows when to involve senior level team members with more
sensitive issues.

  • High attention to detail, organized and thorough, with a desire for continuous improvement.
  • A hard worker who has the ability to handle pressure and meet tight deadlines in an
environment with a high volume of activity
  • Demonstrated leadership competencies: able to positively influence others, coach, mentor and
effectively direct projects and the work of others when required
  • A team player by nature, s/he must possess a strong set of personal and business values that
coincide with that of Rockpoint Gas Storage
  • Possess strong communication skills to provide guidance and/or instruction to peers in the
organization, adapts their communication/style to the audience, and explains difficult issues
clearly to the appropriate audience
